THE REPORT IS AN EVALUATION OF THE MAJOR CRIMES UNIT (MCU), WHICH WAS DESIGNED TO ALLEVIATE THE DRUG PROBLEM AND, CONSEQUENTLY, REDUCE ITS CONNECTED TARGET CRIMES -- ROBBERY AND BURGLARY.
Abstract
THE MCU WAS BEGUN IN SEPTEMBER 1973, AND IS A CONTINUING PROGRAM. THIS REPORT CONTAINS THE RESULTS OF COMPARISONS THAT WERE MADE OF ACTIVITIES DURING THE PROJECT YEARS AND BETWEEN THE CONTROL YEAR, WHICH PRECEEDED THE PROJECT'S FIRST YEAR OF OPERATION. TABLES CONTAINING STATISTICAL DATA RELATED TO THE PROJECT, DOCUMENT THE FINDINGS OF THE STUDY. THE FINAL SECTION OF THE REPORT CONTAINS CONCLUSIONS AND AN ANALYSIS OF GOAL ACHIEVEMENT. THE CONSULTANT'S GENERAL CONCLUSION WAS THAT IN THE DRUG AREA, EVIDENCE INDICATES THAT THE MCU HAS BEEN AN EFFECTIVE FORCE IN THE LINCOLN POLICE DEPARTMENT....KAP
