CAUSES OF THE PERSONNEL CONFLICTS THAT PLAGUE MODERN JAILS ARE DISCUSSED, INCLUDING PHILOSOPHICAL CONFLICTS BETWEEN CUSTODIAL AND REHABILITATION STAFF, INADEQUATE STAFFING LEVELS, AND POOR JAIL CONDITIONS.
Abstract
THE COUNTY JAIL HAS A HISTORY OF PROBLEMS WITH NEGLECT, POLITICS, AND INADEQUATE MANAGEMENT. PERSONNEL CONCERNS IN PARTICULAR HAVE BEEN AFFECTED BY SUCH CONSIDERATIONS AS POLITICAL PATRONAGE, RECRUITMENT THROUGH PARTY LINES, UNTRAINED PERSONNEL, AND UTILIZATION OF LAW ENFORCEMENT PERSONNEL WHO HAVE NO INTEREST IN CORRECTIONAL WORK. THE INTRODUCTION OF REHABILITATION PROGRAMS IN THE JAIL HAS RESULTED IN THE RECRUITMENT OF PROFESSIONALLY TRAINED PERSONNEL WHO DO NOT EMBRACE THE TRADITIONAL PHILOSOPHIES OF PUNISHMENT HELD BY CUSTODIAL STAFF; THIS IN TURN HAS LED TO PERSONNEL CONFLICTS. IN ADDITION TO THIS, COURT DECISIONS AND INADEQUATE STAFFING PATTERNS HAVE ALSO FUNCTIONED TO ENHANCE THE LEVELS OF CONFLICT, MAKING PERSONNEL MANAGEMENT MORE COMPLEX AND DIFFICULT.
