THIS PHASE I ASSESSMENT CONTAINS A NATIONAL PERSPECTIVE ON YOUTH SERVICE BUREAUS (YSB), DESCRIPTIONS OF YSB PROGRAMS IN WASHINGTON, AND AN EXPLANATION OF THE DATA ON THESE PROGRAMS.
Abstract
THE MAJOR PURPOSE OF THIS PROJECT WAS TO MAKE INFORMATION AVAILABLE FOR MAKING POLICY DECISIONS RELATED TO FUNDING AND IMPROVING THE VARIOUS YOUTH SERVICE BUREAU PROGRAMS. PHASE I WAS INTENDED TO COLLECT AND ORGANIZE DATA ON THESE PROGRAMS. THE REPORT FIRST PRESENTS A NATIONAL OVERVIEW OF THE YSB CONCEPT. THE HISTORY OF YSB'S IN THE UNITED STATES IS REVIEWED. THE REPORT THEN EXAMINES THE CONCEPTS CONCERNING WHAT A YOUTH SERVICE BUREAU SHOULD BE; THE POSITIVE AND NEGATIVE RESULTS OF THE DIFFERENT APPROACHES; AND THE WAYS IN WHICH THE TASK OF EVALUATING YSB'S HAS BEEN HANDLED ACROSS THE COUNTRY. ELEVEN REPORTS DESCRIBING ELEVEN YOUTH SERVICE BUREAU PROGRAMS IN THE STATE OF WASHINGTON ARE THEN PRESENTED. THESE REPORTS CONTAIN INFORMATION ON THE PROJECT HISTORY, ORGANIZATION, STAFF, TARGET POPULATION, PROGRAMS, AND EVALUATION. A SUMMARY TABLE INDICATING THE ESTIMATED NUMBER OF CLIENTS SERVED AND NUMBER OF DOLLARS SPENT BY YEAR FOR EACH YOUTH SERVICE BUREAU IS ALSO INCLUDED. ...DMC
