THE CITIZEN ALARM SYSTEM IS A PERSONAL DISTRESS SYSTEM INTENDED TO PROVIDE RAPID EMERGENCY ASSISTANCE IN PUBLIC LOCATIONS WHEN CITIZENS ACTIVATE A MINIATURE PERSONAL ACTUATOR.
Abstract
THE STATEMENT OF WORK FOR THE OPERATIONAL ANALYSIS SUPPORT CONTAINS EIGHT TASKS. THESE TASKS ARE INTENDED TO IDENTIFY THE OPERATIONAL PARAMETERS AND TO ESTABLISH RELATIONSHIPS BETWEEN THEM AND THE OPERATION OF THE SYSTEM AND TO EXAMINE CERTAIN OPERATIONAL AND BEHAVIORAL PROBLEMS OF THE SYSTEM NOT PREVIOUSLY DEFINED. THE LATTER INCLUDED ACCURACY OF LOCATION, COVERTNESS REQUIREMENTS, USER ACCEPTANCE PARAMETERS, ALTERNATIVE ALARM SIGNALING, AND POTENTIAL SYSTEM INTERDICTION METHODS AND COUNERMEASURES. TWO MODIFICATIONS TO THE STATEMENT OF WORK WERE THE ADDITION OF THE SURVEY OF ATTITUDES OF THE RESIDENTS OF A LOW-COST HOUSING PROJECT AND THE AGREEMENT TO IDENTIFY SYSTEM PARAMETERS AND INTERRELATIONSHIPS. THIS REPORT ON THE OPERATIONAL ANALYSIS SUPPORT IS DIVIDED INTO SECTIONS CORRESPONDING TO THE FIRST SEVEN TASKS. TASK 8 (FURTHER DEFINITION OF TEST OBJECTIVES, METHODS, DATA REQUIREMENTS, ETC.,) IS REQUIRED IF ANY SIGNIFICANT CHANGES IN THE FIELD EVALUATION TEST PLAN IS INDICATED BY THE OTHER SEVEN TASKS. REFINEMENTS RATHER THAN CHANGES ARE NOTED IN THE DISCUSSION OF EACH TASK. FOR OTHER RELATED DOCUMENTS, SEE NCJ-35095, 36229, 36238-39, 40141, AND 41551. (AUTHOR ABSTRACT)...ELW
