Abstract
THE ASSESSMENT TOUCHES ON ARCHITECTURAL, FUNCTIONAL, AND SECURITY CONSIDERATIONS. SHORT-RANGE, INTERIM APPROACHES TO ALLEVIATING ENVIRONMENTAL/FUNCTIONAL PROBLEMS AND OVERCROWDING IN THE CIRCUIT COURT FACILITY, THE COUNTY CLERK'S OFFICE, AND THE SHERIFF'S DEPARTMENT ARE SUGGESTED. LONG-RANGE ISSUES AND CRITERIA TO BE CONSIDERED IN PLANNING A NEW JUSTICE FACILITY ARE DISCUSSED, INCLUDING THE FUNCTIONS TO BE INCLUDED IN A NEW FACILITY, COURT MANAGEMENT ISSUES, SECURITY CONSIDERATIONS, AND CRITERIA OF SITE SELECTION, ADAPTABILITY, CONSTRUCTION AND LIFE-CYCLE COSTS, AND LEAD-TIME REQUIREMENTS. THE PLANNING CRITERIA ARE APPLIED TO THREE OPTIONS FOR DEVELOPMENT OF A NEW FACILITY. RECOMMENDATIONS FOR FURTHER, INDEPTH ANALYSIS OF THE OPTIONS ARE PRESENTED. IT IS NOTED THAT PLANNERS MUST ADDRESS THE ISSUE OF WHETHER TO LOCATE THE NEW FACILITY DOWNTOWN IN THE INTERESTS OF REVITALIZING DECLINING URBAN AREAS OR TO TAKE ADVANTAGE OF THE AVAILABILITY OF LAND IN SUBURBAN AREAS. APPENDED MATERIALS INCLUDE DETAILS OF THE ONSITE ANALYSIS ON WHICH THE RECOMMENDATIONS ARE BASED.
