THE ACCOMPLISHMENTS OF A VICTIM AND WITNESS ASSISTANCE PROJECT AND THE IMPACT OF THE PROJECT ON MILWAUKEE COUNTY CITIZENS AND POLICE OFFICERS ARE EVALUATED AT THE END OF THE PROJECT'S SECOND YEAR OF OPERATION.
Abstract
THE ACTIVITIES OF PROJECT TURNAROUND'S FIVE UNITS -- CITIZEN CONTACT AND SUPPORT, CITIZEN VICTIM COMPLAINT, SENSITIVE CRIMES, WITNESS EMERGENCY, AND INFORMATION SYSTEMS -- ARE DESCRIBED AND ASSESSED. A COST-BENEFIT ANALYSIS IS INCLUDED FOR EACH UNIT. AMONG THE ACTIVITIES DESCRIBED ARE THE FOLLOWING: WITNESS MANAGEMENT, INCLUDING PLACING CERTAIN WITNESSES ON-CALL AND CONTACTING WITNESSES PRIOR TO THE TIME THEY ARE SUBPOENAED TO DETERMINE WHETHER THEY ANTICIPATE ANY DIFFICULTIES WITH REGARD TO THEIR APPEARANCE IN COURT; PROPERTY RETURN SERVICES FOR VICTIMS OF PROPERTY LOSS WHOSE PROPERTY IS USED AS EVIDENCE IN A TRIAL; ACQUISITION OF FEES FOR WITNESSES; CITIZEN COMPLAINT MANAGEMENT; SPECIAL SERVICES TO VICTIMS OF RAPE AND OTHER SENSITIVE CRIMES; SERVICES TO VICTIMS AND WITNESSES WHO HAVE BEEN THREATENED OR OTHERWISE INTIMIDATED; AND AN AUTOMATED CASE MANAGEMENT SYSTEM, THE JUSTICE INFORMATION SYSTEM (JUSTIS). AN OVERVIEW OF PROJECT TURNAROUND BENEFITS TO CITIZENS IS FOLLOWED BY A MORE DETAILED ACCOUNT OF BENEFITS TO POLICE OFFICERS. SUPPORTING DATA AND DOCUMENTS ARE INCLUDED.
