GOALS, OBJECTIVES, AND STANDARDS TO GUIDE CRIMINAL JUSTICE SYSTEM PLANNING IN THE SEVEN-COUNTY ATLANTA, GA., REGION ARE SET FORTH.
Abstract
THE PLANNING FRAMEWORK WAS DEVELOPED FROM EXTENSIVE INFORMATION CONTRIBUTED BY LOCAL CITIZENS AND CRIMINAL JUSTICE AGENCIES. THE FIRST LONG-RANGE GOAL IS THE PREVENTION OF CRIME. SUBGOALS INCLUDE MINIMIZING UNDERLYING CONDITIONS AND DECREASING THE OPPORTUNITY AND REWARD FOR COMMITTING CRIME. OBJECTIVES RELATE TO HANDGUN CONTROL, REEVALUATION OF EDUCATIONAL PROGRAMS, DRUG ABUSE TREATMENT AND EDUCATION, YOUTH SERVICE BUREAUS, INVOLVEMENT OF RELIGIOUS ORGANIZATIONS IN CRIME PREVENTION PROGRAMS, REDUCTION OF CRIMINAL OPPORTUNITIES, CRIME PREVENTION INFORMATION AND TECHNICAL ASSISTANCE, AND CITIZEN PARTICIPATION IN THE CRIMINAL JUSTICE SYSTEM. THE SECOND LONG-RANGE GOAL -- CONTROL OVER CRIME IN THE REGION -- ENCOMPASSES THE FOLLOWING SUBGOALS: INCREASING THE RISK OF COMMITTING A CRIME; IMPROVING THE QUALITY OF JUSTICE; AND IMPROVING INSTITUTIONAL AND NONINSTITUTIONAL REHABILITATION. OBJECTIVES RELATE TO INCREASING DETECTION AND APPREHENSION CAPABILITIES FOR VIOLENT CRIMES, PROPERTY CRIMES, AND ORGANIZED CRIME; ENSURING FULL-TIME, ADEQUATE POLICE SERVICE; DEFINING AND DEVELOPING THE POLICE ROLE; USING NONSWORN PERSONNEL; IMPROVING PROPERTY ACCOUNTING SYSTEMS; IMPROVING INTERAGENCY COORDINATION AND COOPERATION; LAW ENFORCEMENT ORGANIZATION AND ADMINISTRATION; PRIVATE SECURITY UNIFORMS AND VEHICLES; COURTS ORGANIZATION AND ADMINISTRATION; UPGRADING PROSECUTION SERVICES; INDIGENT DEFENSE; PLEA NEGOTIATIONS; MINIMIZING COURT PROCESSING TIME; DIVERSION OF JUVENILES; FAMILY COURT STRUCTURE; LOCAL JAIL STANDARDS AND OPERATIONS; ADULT PRESENTENCE PROGRAMS; OFFENDER CLASSIFICATION; COMMUNITY CENTER ALTERNATIVES TO INCARCERATION; AND LOCAL CORRECTIONAL FACILITIES. THE THIRD LONG-RANGE GOAL IS THE IMPROVEMENT OF THE CRIMINAL JUSTICE SYSTEM BY UPGRADING THE INFORMATION SYSTEM; CONDUCTING RESEARCH, PLANNING, AND EVALUATION; AND DEVELOPING PERSONNEL. OBJECTIVES RELATE TO STATE AND LOCAL CRIMINAL JUSTICE INFORMATION SYSTEMS; SECURITY AND PRIVACY OF CRIMINAL OFFENDER DATA; POLICE COMMUNICATIONS SYSTEMS; REGIONAL CRIMINAL JUSTICE PLANNING; COMPONENT PLANNING; PROCESS PLANNING; RECRUITMENT, SELECTION, TRAINING, AND RETENTION OF LAW ENFORCEMENT AND COURTS PERSONNEL; AND CRIMINAL JUSTICE EDUCATION IN THE SCHOOLS. STANDARDS BY WHICH PROGRESS TOWARD EACH OBJECTIVE IS TO BE MEASURED ARE ALSO SET FORTH. A REVIEW OF THE REGION'S PLANNING PROCESS IS INCLUDED.
