PHYSICAL PLANNING CONSIDERATIONS FOR THE SECURITY OF OPEN PUBLIC SPACES ARE SUGGESTED BASED ON RESEARCH PERFORMED BY THE CRIME PREVENTION THROUGH ENVIRONMENTAL DESIGN (CPTED) PROGRAM.
Abstract
THE GUIDELINES ARE DIRECTED AT PERSONS INVOLVED OR INTERESTED IN DECISIONS AFFECTING THE SECURITY OF SPACES WHICH ARE BEYOND THE PROPRIETARY CONTROL OF A SINGLE INTEREST OR USER GROUP. THEY ARISE FROM THE CPTED HYPOTHESIS THAT CRIME AND FEAR CAN BE REDUCED THROUGH PROPER DESIGN AND EFFECTIVE USE OF ENVIRONMENTS. TECHNICAL CONSIDERATIONS RELATED TO KEY AREAS OF PHYSICAL DESIGN (OUTDOOR LIGHTING, LANDSCAPING WITH PLANT AND SURFACING MATERIALS, AND BUILT LANDSCAPE ELEMENTS) ARE ADDRESSED USING ILLUSTRATIONS OF BUILDINGS AND FIXTURES, TABLES GIVING DATA SUCH AS 'EFFICIENCY RANGES FOR COMMON LIGHT SOURCE TYPES,' DIAGRAMS OF PARKLAND AND LANDSCAPED SPACE, DESCRIPTIONS OF PEDESTRIAN USAGE PATTERNS, AND STRATEGIES, LANDSCAPING, AND STRUCTURES FOR THE PREVENTION OF VANDALISM. BASIC MECHANISMS FOR PROMOTING NEIGHBORHOOD CONFIDENCE AND SOCIAL CONTROL AND FOR IMPROVING SURVEILLANCE ARE SUGGESTED. IN REGARD TO GENERAL PLANNING CONSIDERATIONS, THE POTENTIAL RELATIONSHIPS BETWEEN VARIOUS LAND USES AND COMMON CRIME/VANDALISM PROBLEMS ARE DISCUSSED. USER CHARACTERISTICS AND NEEDS ARE CONSIDERED, AND ALTERNATIVE PLANNING APPROACHES ARE OUTLINED. ILLUSTRATIVE ENVIRONMENTAL DESIGN APPROACHES ARE APPLIED TO A HYPOTHETICAL NEIGHBORHOOD COMPOSED OF PROTOTYPICAL PROBLEM SETTINGS. (AUTHOR ABSTRACT MODIFIED -- MPL)
