PROCESS EVALUATION IS CONDUCTED FOR THE CHANGES-ELGIN TOWNSHIP PROJECT, A THERAPY-ORIENTED PROGRAM FOR JUVENILES WITH A 24-HOUR CRISIS INTERVENTION SERVICE. THE PRINCIPLES OF THIS TYPE OF EVALUATION ARE GIVEN.
Abstract
THIS DOCUMENT HAS TWO PURPOSES. THE FIRST IS A PROCESS EVALUATION OF AN ILLINOIS JUVENILE INTERVENTION PROJECT. THE SECOND IS USE OF THIS PROJECT DATA TO DEMONSTRATE THE PRINCIPLES OF PROCESS EVALUATION. THIS TYPE OF EVALUATION IS ESSENTIALLY AN EXAMINATION OF OPERATIONS AND ACTIVITIES DURING A GIVEN PERIOD OF TIME. FOR GRANTS ADMINISTERED BY THE ILLINOIS LAW ENFORCEMENT COMMISSION, A SERIES OF STANDARDIZED DATA COLLECTION FORMS AND TABLES ARE USED. THESE FORMS ARE FILLED IN WITH DATA FOR THE CHANGES-ELGIN TOWNSHIP PROJECT, WHILE A NARRATIVE SUMMARY EXAMINES BOTH THE PROJECT DATA AND USE OF THE FORMS. THE EVALUATION ITSELF FINDS THAT THE PROJECT WAS SUCCESSFULLY MEETING ITS OBJECTIVE OF PROVIDING THERAPEUTIC AND ADVOCACY SERVICES TO A TARGET GROUP OF 35 YOUTH AND THEIR FAMILIES BY THE END OF THE SECOND QUARTER OF OPERATION. IT SEEMED LIKELY THAT THE PROJECT WOULD REACH ITS OBJECTIVE OF 100 CLIENTS WITHIN THE FIRST YEAR BECAUSE 67 JUVENILES, 46 PARENTS, AND 26 OTHER SIGNIFICANT PERSONS HAD BEEN REACHED AT THE END OF 9 MONTHS. IT IS CONCLUDED THAT PROCESS EVALUATION IDENTIFIED ADMINISTRATIVE AND PROJECT WEAKNESSES EARLY AND PROVIDED NECESSARY DATA FOR CORRECTIVE ACTION. THE BULK OF THIS DOCUMENT CONSISTS OF CHARTS, TABLES, AND DATA FORMS. APPENDIXES PRESENT DATA PERTINENT TO THE ELGIN PROGRAM. A SEPARATE SET OF INSTRUCTIONS DETAILS PROCEDURES TO BE FOLLOWED DURING AN ON-SITE PROJECT EVALUATION VISIT. (GLR)
