THE ACTIVITIES OF THE THREE-MEMBER COMMISSION CHARGED WITH MONITORING AND EVALUATING ALL CORRECTIONAL FACILITIES IN NEW YORK STATE ARE DESCRIBED.
Abstract
THE COMMISSION'S RESPONSIBILITIES INCLUDE RECOMMENDING POLICY TO THE GOVERNOR, MONITORING PRISONS AND JAILS, TRAINING CORRECTIONAL STAFF, REVIEWING PRISON CONSTRUCTION PLANS, PROMULGATING AND ENFORCING MINIMUM STANDARDS, INVESTIGATING INMATE DEATHS, RECOMMENDING IMPROVEMENTS IN MEDICAL CARE, AND REVIEWING INMATE COMPLAINTS. THE COMMISSION IS SUPPORTED IN ITS WORK BY THE CITIZENS' POLICY AND COMPLAINT REVIEW COUNCIL, THE MEDICAL REVIEW BOARD, AND COMMISSION STAFF. THE 1976 ANNUAL REPORT PRESENTS A BRIEF HISTORY OF THE COMMISSION, SUMMARIES OF THE COMMISSION'S ACTIVITIES FOR THE YEAR, A LISTING OF FUTURE PRIORITIES, AND THE 1976-1977 COMMISSION BUDGET. AMONG THE COMMISSION'S ACCOMPLISHMENTS ARE THE PREPARATION OF A REPORT AS FOUNDATION FOR LEGAL ACTION TO CORRECT OVERCROWDED AND UNSANITARY CONDITIONS IN A DETENTION FACILITY OPERATED IN NEW YORK CITY, PROMULGATION OF 15 NEW OR REVISED MINIMUM STANDARDS, ESTABLISHMENT OF A MEDICAL EVALUATION BUREAU, REFINEMENT OF THE INMATE GRIEVANCE MECHANISM, ESTABLISHMENT OF A MEDICAL EVALUATION BUREAU, AND IMPLEMENTATION OF A TECHNICAL ASSISTANCE PROGRAM FOR COUNTY JAILS. PHOTOGRAPHS ILLUSTRATE THE REPORT. APPENDIXES INCLUDE LISTS OF CORRECTIONAL FACILITIES IN THE STATE GROUPED BY THE NUMBER OF CELLS, A LIST OF NEW YORK CITY AND NEW YORK STATE FACILITIES WITH ADDRESSES, AND AN ORGANIZATION CHART OF THE COMMISSION.
