RESULTS OF THE EVALUATION OF THE JACKSON (MISS) TREATMENT ALTERNATIVES TO STREET CRIME (TASC) PROJECT ARE PROVIDED. THE PRIMARY CONCERN IS WITH THE OPERATIONAL ASPECTS OF THE PROJECT.
Abstract
THE JACKSON TASC PROJECT WAS EVALUATED BY THE SYSTEM SCIENCES, INC. EVALUATING TEAM. IT HAD BEEN IN OPERATION FOR 13 MONTHS AT THE TIME OF EVALUATION, AND HAD BEEN SUBJECTED TO COMPLETE REORGANIZATION OF ITS OPERATIONAL PROCEDURES AFTER 6 MONTHS. THE PROCESS ANALYSIS CONSIDERS THE IDENTIFICATION OF POTENTIAL CLIENTS, DIAGNOSIS AND REFERRAL, AND RELATIONSHIPS WITH THE DRUG ABUSE TREATMENT AGENCIES, THE COMMUNITY, AND CRIMINAL JUSTICE SYSTEM. PROJECT ORGANIZATION AND STAFFING IS DESCRIBED, AS WELL AS CLIENT PROFILES AND CLIENT FLOW. A COST ANALYSIS IS ALSO PROVIDED. CONCLUSIONS AND RECOMMENDATIONS CONCERNING IDENTIFICATION TECHNIQUES, THE EFFECTIVENESS OF THE ELIGIBILITY RULES AND OF THE DIAGNOSIS AND REFERRAL, THE RELATIONSHIP OF THE PROJECT WITH TREATMENT AGENCIES AND THE CRIMINAL JUSTICE SYSTEM, THE EFFECTIVENESS OF TRACKING AND MONITORING, THE MANAGEMENT OF THE INFORMATION SYSTEM, AND THE COST ANALYSIS ARE PRESENTED. THE EVALUATION TEAM CONCLUDES THAT THE JACKSON TASC PROJECT IS VERY SUCCESSFUL; IT HAS EFFECTIVELY MONITORED ITS CLIENTS AND DEVELOPED SOUND RELATIONSHIPS WITH RELATED AGENCIES. TASC TAKES COMPLETE RESPONSIBILITY FOR CLIENTS ACCEPTED, AND IT HAS DEVELOPED TO THE POINT WHERE IT IS A REAL COMPONENT OF THE CRIMINAL JUSTICE SYSTEM. APPENDIXES CONTAIN TASC THE INTAKE FORM, CONSENT TO RELEASE FORMS, STATISTICAL REPORT AND COURT LIAISON REPORT FORMS, AND OTHER RELATED MATERIAL.
