THE SPECIALIZED INVESTIGATIVE FUNCTIONS OF DETECTIVES BEFORE, DURING, AND AFTER IMPLEMENTATION OF A TEAM POLICING MODEL THAT EXPANDED THE INVESTIGATIVE DUTIES OF PATROL OFFICERS ARE DESCRIBED.
Abstract
A BASIC COMPONENT OF THE MULTONAMAH COUNTY, OREG., TEAM POLICING PROGRAM'S FULL SERVICE MODE IS THE EXPANSION OF THE PATROL OFFICER'S RESPONSIBILITIES WITH REGARD TO FOLLOWUP INVESTIGATIONS IN CRIMINAL CASES. UNDER THE TEAM POLICING PROGRAM, THE PATROL OFFICER/ GENERALIST HAS FULL RESPONSIBILITY FOR THE INVESTIGATION OF BURGLARIES, AUTO THEFTS, AND ALL LESSER CRIMES, BUT MAY REQUEST ASSISTANCE FROM A SPECIALIZED UNIT OF DETECTIVES AT ANY POINT IN THE INVESTIGATION. THE DETECTIVE TEAM MAINTAINS EXCLUSIVE RESPONSIBILITY FOR THE INVESTIGATION OF HOMICIDES, ROBBERIES, ARSON, MORALS CHARGES, CHILD ABUSE, ORGANIZED VEHICLE THEFT, AND FRAUD; FOR IDENTIFICATION OF BURGLARY TRENDS AND PERPETRATORS; AND FOR SCIENTIFIC INVESTIGATIONS. THE ROLE, PRODUCTIVITY, AND EFFECTIVENESS OF THE INVESTIGATIVE DIVISION (DETECTIVE TEAM) BEFORE AND AFTER INTRODUCTION OF THE TEAM POLICING PROGRAM ARE COMPARED.
