ALCOHOL AND ALCOHOLISM, THE RELATIONSHIPS OF ALCOHOL ABUSE TO HIGHWAY SAFETY, PROBLEMS OF DRINKING-DRIVING ENFORCEMENT, AND POLICE COOPERATION WITH OTHER GROUPS IN ENFORCING DRINKING-DRIVING LAWS ARE TOPICS EXAMINED.
Abstract
THE INVOLVEMENT OF ALCOHOL IN HIGHWAY CRASHES, THE NEED FOR COMMUNITY-LEVEL EVALUATION OF ALCOHOL SAFETY ACTION PROGRAMS, THE FUTURE OF COMPREHENSIVE LAW ENFORCEMENT MANAGEMENT PLANNING IN ALCOHOL ENFORCEMENT COUNTERMEASURES PROGRAMS, SELECTIVE ENFORCEMENT AND ALCOHOL COUNTERMEASURES PROGRAMS, SELECTIVE ENFORCEMENT AND ALCOHOL COUNTERMEASURES PROGRAMS, AND PARTICIPATION IN THE ALCOHOL SAFETY SAFETY ACTION PROGRAM ARE CONSIDERED UNDER THE GENERAL TOPIC OF RESEARCH ON THE RELATIONSHIPS OF ALCOHOL ABUSE TO HIGHWAY SAFETY. PROBLEMS ENCOUNTERED BY THE POLICE IN THE ENFORCEMENT OF DRINKING-DRIVING LAWS ARE IDENTIFIED AND EXAMINED, AND RECOMMENDATIONS FOR NEW COUNTERMEASURES AIMED AT THE DRINKING-DRIVER OFFENDER ARE DESCRIBED. THE PROBLEMS FALL UNDER THE FOLLOWING GENERAL AREAS: GENERAL ENFORCEMENT ASPECTS; POLICE PROBLEMS WITH DRINKING-DRIVING CITIZENS; LAWS RELATING TO DRINKING-DRIVING OFFENDERS; LEGAL ASPECTS OF PROSECUTION IN THE ENFORCEMENT OF DRINKING-DRIVING LAWS; AND LEGAL ISSUES PERTINENT TO POLICE AGENCY SAFETY POLICIES AND PRACTICES IN THE ENFORCEMENT OF ALCOHOL SAFETY COUNTERMEASURES. PROBLEMS AND OPPORTUNITIES INVOLVED IN RELATIONSHIPS BETWEEN POLICE AND OTHER GROUPS IN THE ENFORCEMENT OF ALCOHOL SAFETY ARE CONSIDERED. SUCH GROUPS INCLUDE THE GENERAL PUBLIC, MEDICAL PERSONNEL, SOCIAL SERVICES AGENCIES, COURTS, LEGISLATIVE AND REGULATORY BODIES, TRAFFIC SYSTEM MANAGEMENT, AND VEHICLE LICENSING AND REGISTRATION AGENCIES. A LIST OF SOME PATHOLOGICAL CONDITIONS HAVING SYMPTOMS IN COMMON WITH THOSE OF ALCOHOL INFLUENCE, A DISCUSSION OF THE CONSTITUTIONALITY OF BRITISH PREARREST TESTS IN THE UNITED STATES, AND A HEARING GUIDE FOR POLICE OFFICERS ARE APPENDED. A BIBLIOGRAPHY AND TABULAR DATA ARE PROVIDED. (RCB)
