THE EVOLUTION OF THE ARKANSAS CRIMINAL JUSTICE AND HIGHWAY INFORMATION SYSTEM IS DESCRIBED, AND ITS PRESENT STATUS AND FUTURE PLANS ARE OUTLINED.
Abstract
IN 1969 A PRELIMINARY STUDY WAS UNDERTAKEN WHICH DEMONSTRATED THAT A COMPREHENSIVE CRIMINAL JUSTICE AND TRAFFIC SAFETY INFORMATION SYSTEM WAS FEASIBLE, NECESSARY, WANTED, AND AFFORDABLE. A DETAILED SCHEDULE OF DESIGN, DEVELOPMENT, PILOT TESTING, WORK ASSIGNMENTS, DEVELOPMENT EXPENSES, AND FUNDING SOURCES WAS ALSO DRAWN UP. THE CONCEPTUAL DESIGN FOR THE SYSTEM CALLED FOR UTILIZATION OF THE EXISTING DEPARTMENT OF FINANCE AND ADMINISTRATION COMPUTER FACILITY. OFFENDER- AND DRIVER-RELATED RECORDS WERE TO BE ACCESSIBLE VIA A NUMBER OF UNIQUE IDENTIFIER KEYS. DATA FILES WERE TO INCLUDE INFORMATION ON WARRANTS, COURT CASES, PRISON/PROBATION/PAROLE, CRIMINAL HISTORIES, STOLEN PROPERTY, DRIVERS' LICENSES, VEHICLE REGISTRATIONS, DRIVERS' LICENSE SUSPENSIONS AND REVOCATIONS, AND DRIVER HISTORIES. ADDITIONAL RECOMMENDATIONS INCLUDED SUPPORT OF BOTH CRT AND HARD COPY TERMINAL DEVICES, BUILT-IN SECURITY FEATURES, A TIME CRITICAL DATA ENTRY CAPABILITY, AND AN EXTENSIVE MESSAGE SWITCHING CAPABILITY WITH A TIE-IN TO THE NATIONAL CRIME INFORMATION CENTER. ENABLING LEGISLATION FOR THE SYSTEM WAS DRAFTED AND PASSED. INTENSIVE CLEANUP EFFORTS WERE UNDERTAKEN TO ORDER AND UPDATE DRIVER-RELATED FILES. DRIVERS' LICENSE RECORDS MANAGEMENT FUNCTIONS, DRIVERS' HISTORIES, A MASTER NAME FILE, VEHICLE REGISTRATION, AND WARRANT AND STOLEN PROPERTY COMPONENTS OF THE SYSTEM WERE IMPLEMENTED. THE REMAINING CRIMINAL JUSTICE AND HIGHWAY SAFETY SUBSYSTEMS WERE DESIGNED, PROGRAMMED, PILOT TESTED, DOCUMENTED ON SCHEDULE, AND TURNED OVER TO THE INFORMATION CENTER. INSTALLATION OF THE NEXT SERIES OF TERMINALS WILL PROVIDE CENTER ACCESS FOR VIRTUALLY EVERY STATE CRIMINAL JUSTICE AGENCY. IMPLEMENTATION OF A STATISTICAL DIVISION RESPONSIBLE FOR STATE UNIFORM CRIME REPORTING AND AN OFFENDER-BASED TRANSACTION SYSTEM TO COMPLEMENT EXISTING CRIMINAL HISTORIES DATA WAS INITIATED. FACTORS CONTRIBUTING TO THE RAPID PROGRESS MADE IN SYSTEM IMPLEMENTATION ARE BRIEFLY REVIEWED. (JAP)
