Abstract
THE REPORT IS PRESENTED IN COMMEMORATION OF THE 100TH ANNIVERSARY OF PROBATION SERVICES IN LONDON. A REVIEW OF THE HISTORY OF ILPAS POINTS TO THE SERVICE'S CONTINUING PROBLEM OF RECONCILING ADMINISTRATIVE AND PROFESSIONAL DEMANDS AND NOTES THE EXPANDING ROLE OF PROBATION OFFICERS AS PROMOTERS OF COMMUNITY INVOLVEMENT. STATISTICAL TRENDS IN THE SERVICE (STAFF, CONDITIONS OF EMPLOYMENT, CASELOADS, REPORT PREPARATION FOR THE COURTS) ARE REVIEWED. TRAINING AND STAFF DEVELOPMENT PROGRAMS ARE DESCRIBED. SEVERAL NONCUSTODIAL PROGRAMS FOR OFFENDERS -AN OFFENDER-WTREATMENT MATCHING (DIFFERENTIAL TREATMENT) UNIT, COMMUNITY SERVICE BY OFFENDERS, A DAY TRAINING CENTER, A SUPPORTED WORK PROGRAM, COMMUNITY CARE AND TREATMENT CENTER, RESIDENTIAL FACILITIES (PROBATION HOSTELS) FOR OFFENDERS, AND A BAIL PROJECT -- ARE DISCUSSED. LONDON'S AFTERCARE PROGRAM, WHICH ASSISTS PERSONS WHO HAVE NOWHERE TO GO FOLLOWING RELEASE FROM PRISON, IS DESCRIBED. PROFESSIONAL VISITS BY REPRESENTATIVES OF THE LONDON SERVICE TO THE UNITED STATES, CANADA, WEST GERMANY, SWEDEN, DENMARK, AND HOLLAND, ARE NOTED. THE ACTIVITIES THAT COMPRISE THE PROBATION OFFICER'S ROLE ARE DISCUSSED. (LKM)
