THE STATISTICS ON PERSONS DETAINED UNDER THE TERRORISM ACT AND THE INTERNAL SECURITY ACT ARE SET FORTH IN THIS REPORT, AND A BRIEF SUMMARY OF THE ALLEGED FACTS ARE PRESENTED WHERE DETAILS WERE AVAILABLE.
Abstract
THE 471 PERSONS IN DETENTION AS OF MARCH 1977 INCLUDED SCHOOL PUPILS, UNIVERSITY STUDENTS, TEACHERS, CLERGY, AND JOURNALISTS. MANY OF THE DETAINEES HAVE BEEN REDETAINED AND LATER USED AS STATE'S WITNESSES. ALTHOUGH SOME DETAINEES WERE HELD AS LONG AS A YEAR OR MORE, 333 WERE RELEASED FROM DETENTION DURING THE REVIEW PERIOD WITHOUT HAVING HAD CHARGES BROUGHT AGAINST THEM. DURING THE 14-MONTH REVIEW, 129 PERSONS DIED WHILE IN CUSTODY. THE EXPLANATIONS FOR THEIR DEATHS ARE PROVIDED BY THE POLICE AND BY THE FAMILIES OF THE DEAD. THE DATE OF THE PERSON'S DETENTION AND THE PLACE AND LEGISLATION UNDER WHICH THE PERSON WAS DETAINED ARE NOTED WHEN KNOWN. NEWSPAPER REFERENCES ARE PROVIDED WHERE USED AS THE SOURCE OF INFORMATION ABOUT THE DETAINEE. THE LIST OF PERSONS DETAINED IS NOT COMPLETE. A TRANSCRIPT OF A PRESS CONFERENCE BY THE MINISTER OF POLICE IS ALSO INCLUDED. (JSP)
