VARIOUS TYPES OF RECEPTION AND DIAGNOSTIC CENTERS ARE IDENTIFIED AND CRITICIZED, AND FACTORS TO BE CONSIDERED IN FUTURE DEVELOPMENT ARE DISCUSSED.
Abstract
UNDER EXISTING PATTERNS FOR USE OF RECEPTION AND DIAGNOSTIC CENTERS, THE FOLLOWING OPTIONS ARE AVAILABLE: DIRECT ASSIGNMENT OF OFFENDERS TO INSTITUTIONS WHERE THEY BECOME PART OF A TREATMENT TEAM WHICH WORKS WITH THEM THROUGH THE PAROLE OR WORK RELEASE PHASES; DIRECT ASSIGNMENT OF OFFENDERS TO A CENTRALIZED RECEPTION AND DIAGNOSTIC CENTER FOR THE STATE, WHERE PRELIMINARY DIAGNOSTIC WORK IS DONE PRIOR TO DISCHARGE ON PAROLE OR BEFORE TRANSFER OF THE OFFENDER TO A SPECIFIC INSTITUTION; AND DIRECT ASSIGNMENT OF OFFENDERS TO ONE OF SEVERAL REGIONAL DIAGNOSTIC CENTERS WHICH WOULD SERVE OFFENDERS LOCATED IN THEIR REGION. THE USE OF EACH OF THESE TYPES OF PROCEDURES IS CRITICIZED. IT IS INDICATED THAT NO ONE OF THESE PROCEDURES IS SUPERIOR TO THE OTHERS; THE SELECTION OF A PARTICULAR CLASSIFICATION SYSTEM AND ITS LOCATION IS USUALLY DEPENDENT UPON THE SPECIFIC TASKS AND DEMANDS INVOLVED IN EACH CASE. THE TYPES OF DIAGNOSTIC AND SCREENING SERVICES THAT SHOULD BE PROVIDED ARE INDICATED TO BE: SCREENING SERVICES FOR PERSONS WITH PSYCHOSOCIAL AND MEDICAL PROBLEMS; DIAGNOSTIC SERVICES FOR PRETRIAL INTAKE SCREENING, COMMUNITY-BASED PROGRAMS, POSTTRIAL OFFENDERS TO ASSIST THE JUDICIARY IN SENTENCING MATTERS, AND FOR SENTENCED OFFENDERS IN DEVISING PROGRAM PLANNING; AND DIAGNOSTIC SERVICES FOR A VARIETY OF WORK-RELEASE, COMMUNITY-BASED, AND AFTER-CARE PROGRAMS. A LIST OF STATE DIAGNOSTIC AND RECEPTION CENTERS WHICH SERVE SEVERAL CORRECTIONS INSTITUTIONS IN EACH STATE IS PROVIDED. ALSO SEE NCJ-32007. (RCB)
