MANAGEMENT OF THE PUBLIC SECTOR IS APPROACHED FROM THE CONTEXT OF GOVERNMENT AND NONPROFIT AREAS IN THIS INTRODUCTORY TEXTBOOK; EMPHASIS IS PLACED ON THE HIGHLY POLITICAL ENVIRONMENT OF AMERICAN PUBLIC ADMINISTRATION.
Abstract
THE FOUR MAJOR THEMES TREATED ARE THE SOCIOPOLITICAL ENVIRONMENT OF PUBLIC ADMINISTRATION, THE MANAGEMENT OF GOVERNMENTAL PROGRAMS, FINANCIAL MANAGEMENT, AND THE MANAGEMENT OF PEOPLE. THESE THEMES ARE CONSIDERED AS AN INTEGRATED WHOLE WITH WHICH THE TEXT ATTEMPTS TO RECONCILE CURRENT THINKING ON ADMINISTRATIVE THEORY. SURVEYS AND STUDIES WERE CONSULTED IN ORDER TO REFLECT THE MOST RELEVANT KNOWLEDGE AND TECHNIQUES USED IN MANAGING THE PUBLIC SECTOR. THE BOOK DRAWS ON THE AUTHOR'S EXPERIENCES TO ILLUSTRATE MANY OF THE TECHNIQUES AND GENERALIZATIONS INTRODUCED. THE BOOK HAS THREE OBJECTIVES: (1) TO DISCUSS THE LATEST ANALYTICAL, BEHAVIORAL, AND INFORMATION TECHNIQUES WHICH ARE REQUIRED TO SUCCESSFULLY MANAGE ANY LARGE-SCALE ENTERPRISE IN THE CONTEXT NOT MERELY OF GOVERNMENT, BUT ALSO OF THE PUBLIC SECTOR; (2) TO PROVIDE THE ORGANIZING ASSUMPTIONS, CONCEPTS, AND DEFINITIONS THAT UNDERLIE THE STUDY OF PUBLIC ADMINISTRATION AND GIVE THE SUBJECT COHERENCE; AND (3) TO INTRODUCE MANAGEMENT TECHNIQUES THAT CAN BE APPLIED IMMEDIATELY IN ANY ORGANIZATION AT ANY LEVEL AND TO ILLUSTRATE THEIR APPLICATION WITH CONCRETE PROBLEMS OF PUBLIC POLICY. EACH CHAPTER CONTAINS AN INTRODUCTION, A LIST OF NEW TERMS, A SET OF PROBLEMS DESIGNED FOR CRITICAL ANALYTICAL THINKING, A RESTATEMENT OF THE CHAPTER'S MAIN POINTS, AND CONNECTIVE SUMMARIES. THE FINAL CHAPTER LOOKS INTO ADMINISTRATIVE FORECASTING, THE ADMINISTRATOR OF TOMORROW, AND THREE TRENDS WHICH ARE IMPORTANT TO THE FUTURE OF PUBLIC ADMINISTRATION. THESE TRENDS ARE THE POLITICS OF SCARCITY, THE REVOLUTION OF RISING ENTITLEMENTS, AND THE INTEGRATION OF BUSINESS INTO THE POLITICAL AND SOCIAL ORDER.
