PANELIST REPORTS AND A SESSION SYNTHESIS ARE PRESENTED IN THE SUBJECT AREAS OF THE OPERATIONAL ASPECTS OF PREVENTION AND THE INTERACTION BETWEEN POLICY AND OPERATIONS AS THEY RELATE TO DECISIONMAKING.
Abstract
THE PROBLEMS OF INTERNATIONAL COOPERATION IN INTELLIGENCE GATHERING ARE CONSIDERED IN ONE PANELIST'S REPORT, ALONG WITH THE NECESSITY FOR NATIONAL AND INTERNATIONAL PLANNING FOR STRATEGIES TO BE FOLLOWED UNDER VARIOUS HOSTAGE-TAKING SITUATIONS. THREE LINES OF DEFENSE AGAINST HOSTAGE-TAKING -- INTELLIGENCE, OPERATIONS, PHYSICAL SECURITY, AND MANAGEMENT PLANS IN THE EVENT A CRISIS DEVELOPS -- ARE DISCUSSED IN A SECOND PANELIST'S REPORT. IN DISCUSSING PREVENTIVE MEASURES IN CIVIL AVIATION, A THIRD PANELIST'S REPORT INDICATES THAT THE SPREADING USE OF TECHNICAL DEVICES WILL PLAY AN IMPORTANT PART IN PREVENTION. IT IS ALSO BELIEVED THAT INTERNATIONALLY APPLIED SEVERE PUNISHMENT AS WELL AS INTERNATIONAL EXCHANGE OF KNOWLEDGE GAINED FROM EXPERIENCE IN DEALING WITH HOSTAGE-TAKING INCIDENTS ARE IMPORTANT IN PREVENTION EFFORTS. THE SESSION SYNTHESIS INDICATES THAT THE MOST IMPORTANT ISSUES PERTAINING TO OPERATIONAL PREVENTION WERE: INTELLIGENCE GATHERING, PHYSICAL SECURITY, CRISIS MANAGEMENT AND CONTINGENCY PLANNING, POLICY GUIDELINES FOR NEGOTIATION OF ONGOING INCIDENTS, AND ANALYSIS OF COSTS AND PROFITS.
