A 10-MONTH REMEDIAL EDUCATION PROGRAM FOR YOUNG (16-21) MEN AND WOMEN SERVING PRISON SENTENCES OR AWAITING TRIAL AT RIKERS ISLAND PENITENTIARY IN NEW YORK IS EVALUATED.
Abstract
FUNDED UNDER ELEMENTARY AND SECONDARY EDUCATION ACT, TITLE 1, THE PROJECT SUPPLEMENTED THE REGULAR EDUCATIONAL PROGRAM IN MATHEMATICS AND READING BY PROVIDING REMEDIATION AND TUTORING IN THESE AREAS. A MATHEMATICS LABORATORY WAS STAFFED BY A TEACHER AND IN THE MEN'S PRISON, READING AND MATHEMATICS LABORATORIES, THREE CLASSES IN ENGLISH AS A SECOND LANGUAGE, A VOCATIONAL CLASS EMPHASIZING THE APPLICATION OF READING AND MATHEMATICS SKILLS ON THE JOB, AND AN EDUCATIONAL GUIDANCE PROGRAM WERE ESTABLISHED. PROJECT PARTICIPANTS INCLUDED 350 MEN AND 87 WOMEN, BUT COMPLETE TEST DATA WERE OBTAINED FOR ONLY 176 MEN AND 50 WOMEN. THE STUDENTS MADE SIGNIFICANT ADVANCES IN READING AND MATHEMATICS. AMONG PARTICIPANTS IN THE ENGLISH AS A SECOND LANGUAGE CLASSES, 64 PERCENT IMPROVED IN ENGLISH-SPEAKING ABILITY AND 85 PERCENT IMPROVED IN ENGLISH COMPREHENSION. PROGRAM IMPLEMENTATION IS JUDGED TO HAVE PARALLELED THE PROGRAM PROPOSAL. RECOMMENDATIONS FOR STRENGTHENING AND CONTINUING THE PROGRAM ARE OFFERED. SUPPORTING DATA ARE INCLUDED.
