A MODEL FOR CORRECTIONAL EDUCATION IN MARYLAND IS PRESENTED, ALONG WITH A SUGGESTED FUNCTIONAL ADMINISTRATIVE STRUCTURE TO INSTITUTE THE PROGRAM AND STANDARDS BY WHICH TO EVALUATE IT.
Abstract
STANDARDS FOR EVALUATING THE MODEL AND THE DELIVERY SYSTEM, AND AN OUTLINE FOR IMPLEMENTATION ARE PROVIDED. PROJECT BACKGROUND IS REVIEWED WITH EMPHASIS ON MODEL DEVELOPMENT. THE INDIVIDUAL MODEL COMPONENTS ARE IDENTIFIED AND DISCUSSED, INCLUDING SYSTEM GOALS AND OBJECTIVES, POPULATION NEEDS ANALYSIS, JOB MARKET ANALYSIS, JOB PERFORMANCE ANALYSIS, CLASSIFICATION AND ASSIGNMENT FUNCTION, EDUCATION PROMOTION, STUDENT RECRUITMENT, GUIDANCE AND COUNSELING SERVICE, REWARD SYSTEM, PROGRAM PLANNING, CURRICULUM DEVELOPMENT, RESOURCES AND ANCILLARY SERVICES, INSTRUCTION, JOB PLACEMENT WITH FOLLOWTHROUGH AND FOLLOWUP, EVALUATION, AND STRATEGIC AND TACTICAL PLANNING. THE ADMINISTRATIVE STRUCTURE, FINANCING, AND RESOURCES ARE EXAMINED, ALONG WITH A LIST OF OBJECTIVES DESIGNED TO GUIDE PROGRAM ADMINISTRATORS. FOLLOWING AN EXAMINATION OF EIGHT STANDARDS TO BE USED AS EVALUATIVE CRITERIA FOR INSURING PROPER DELIVERY OF THE MODEL COMPONENTS, PROCEDURES FOR IMPLEMENTATION, INCLUDING POSSIBLE LEGISLATIVE ACTION, ARE OUTLINED.
