CULTURAL PROGRAMS FOR MEXICAN INMATES ARE NEEDED TO REHABILITATE THIS CULTURALLY, SOCIALLY, AND ECONOMICALLY DEPRIVED POPULATION. PROGRAMS SUGGESTED HERE DRAW ON URBAN AND RURAL COMMUNITY RESOURCES.
Abstract
CULTURAL ACTIVITIES FOR MEXICO'S INMATES WOULD VARY ACCORDING TO THE LOCATION OF THE PENAL INSTITUTION, BUT NATIONAL ORGANIZATIONS EXISTING THROUGHOUT THE COUNTRY COULD BE HELPFUL IN ORGANIZING AND FUNDING ACTIVITIES. THESE ORGANIZATIONS INCLUDE THE AGRICULTURE AND CATTLE, PUBLIC EDUCATION, HEALTH, COMMERCE AND INDUSTRY, AND NATIONAL DEFENSE DEPARTMENTS, THE INSTITUTE OF SOCIAL SECURITY, AND THE NATIONAL INSTITUTE FOR NATIVE PERSONS. RURAL INSTITUTIONS CAN ALSO ASK FOR THE HELP OF LOCAL PROFEESSIONALS, DOCTORS, TEACHERS, AND LAWYERS, IN DEVELOPING AND IMPLEMENTING INMATE PROGRAMS. SUGGESTED PROGRAM ACTIVITIES INCLUDE MUSIC, THEATRE, LITERATURE WORKSHOPS, FILM PRESENTATIONS, ART CLASSES, DANCE, LECTURES IN JOB SAFETY, HEALTH AND HYGIENE, AND FIELD TRIPS TO FACTORIES OR CULTURAL SPOTS. THE SUCCESS OF CULTURAL PROGRAMS WOULD DEPEND UPON THE ACTIVE HELP OF THE PRISON ADMINISTRATION, THE AVAILABILITY OF FUNDS, AND THE INNOVATION AND MOTIVATION OF PROGRAM PERSONNEL. IT IS RECOMMENDED THAT CORRECTIONAL STAFF RECEIVE INTENSE TRAINING TO IMPROVE THEIR HUMAN RELATIONS SKILLS AND TECHNICAL SKILLS. (DAG)
