Abstract
THIS DOCUMENT IS THE FINAL REPORT OF THE CONFERENCE, HELD AT LOUVAIN IN BELGIUM, FROM MAY 31 TO JUNE 2, 1976. THE FOLLOWING SUBJECTS WERE DISCUSSED IN THE SEMINAR WORKSHOPS: POLICE ACTION AND THE PUBLIC; DIFFERENT KINDS OF CONTROL AND THE EVALUATION OF THE POLICE; AND POLICE AND OTHER AGENCIES OF THE CRIMINAL JUSTICE SYSTEM. THE HAPPENINGS AND THE MATTERS CONSIDERED IN EACH WORKSHOP ARE REPORTED. IN THE CONFERENCE AS A WHOLE, CONTEMPORARY ORGANIZATIONAL CHALLENGES TO POLICE WORK IN THE LIGHT OF HISTORICAL DEVELOPMENTS ARE CONSIDERED, PARTICULARLY IN TERMS OF THE ISSUE OF CENTRALIZATION OR DECENTRALIZATION. THE INCREASED DIFFERENTIATION OF THE POLICE FUNCTION BETWEEN THAT WHICH IS STRICTLY DEVOTED TO THE FIGHT AGAINST CRIME AND THAT WHICH INCLUDES SOCIAL SERVICE AND PREVENTION IS ALSO EXAMINED. THE SELECTION OF POLICE CANDIDATES AND THEIR TRAINING, THE RESPONSES OF CITIZENS TO THE ARBITRARINESS OFTEN EXHIBITED IN THE EXERCISE OF POLICE POWERS, AND SOME OF THE EFFECTS OF POLICE UNIONIZATION ARE DISCUSSED AS WELL. DIFFERENCES IN THE DEGREE OF PROFESSIONALIZATION OF POLICE FROM COUNTRY TO COUNTRY, THE SELF-IMAGE OF THE POLICE OFFICER, AND THE HIERARCHICAL AND CONCRETE RELATIONSHIPS OF THE POLICE WITH OTHER SERVICES OF THE CRIMINAL JUSTICE SYSTEM WERE ALSO DISCUSSED IN THE SEMINAR.
