Abstract
THE CHARLOTTE (N.C.) POLICE DEPARTMENT'S PERSONNEL SUMMARY AND DISTRIBUTION REPORT PROVIDES INFORMATION ON POLICE AND CIVILIAN PERSONNEL FOR THE YEAR IN TERMS OF ALLOCATED POSITIONS, THE ACTUAL NUMBER OF POSITIONS FILLED AT THE FIRST OF THE YEAR, AND THE VACANCIES. BUDGET APPROPRIATIONS ARE INDICATED FOR THE ADMINISTRATIVE DIVISION, FIELD OPERATIONS DIVISION, AND SERVICES DIVISION TO ENCOMPASS TOTAL DEPARTMENTAL APPROPRIATIONS. IT IS NOTED THAT ON DECEMBER 1, 1977, THE CITY OF CHARLOTTE ANNEXED 18.5 SQUARE MILES OF TERRITORY AND INCREASED ITS POPULATION BY 29,500. IN ORDER TO PROVIDE SERVICE FOR THE ENLARGED CITY, THE DEPARTMENT INCREASED ITS MANPOWER BY 31 SWORN OFFICERS AND ESTABLISHED A THIRD PATROL OPERATIONS BUREAU. IN ORDER TO PERMIT A COMPARISON OF CRIME STATISTICS WITH PREVIOUS YEARS, THE CRIME INDEX PART I OFFENSES WHICH OCCURRED WITHIN THE NEWLY ANNEXED AREAS HAVE BEEN SEPARATED IN THIS REPORT. A DECREASE IN PART I OFFENSES OF 1.6 PERCENT FROM THE PREVIOUS YEAR IS NOTED. STATISTICS SHOWING ACCIDENT SEVERITY AND THE NUMBER OF EACH TYPE ARE PROVIDED, ALONG WITH TRAFFIC ENFORCEMENT VIOLATIONS. THE STATUS OF COMPLAINT INVESTIGATIONS UNDER THE INSPECTIONS AND CONTROL BUREAU IS REPORTED, AND THE MANHOURS CONTRIBUTED BY POLICE RESERVES IN VARIOUS ACTIVITIES ARE SHOWN. (RCB)
