COMPONENTS OF A NORMATIVE MODEL FOR LAW ENFORCEMENT AND THE RESEARCH UTILITY OF AN INPUT-OUTPUT ANALYSIS OF THE CRIMINAL JUSTICE SYSTEM ARE DISCUSSED.
Abstract
IF THE CRIMINAL JUSTICE SYSTEM IS TO MAXIMIZE ITS EFFECTIVENESS, THE POLICE, COURTS, AND CORRECTIONAL AGENCIES MUST DEAL ONLY WITH PROBLEMS AND PEOPLE FOR WHOM THEIR SERVICES AND CAPACITIES ARE APPROPRIATE. BY ESTABLISHING PROGRAMS OF LAW AND COMMUNITY REFORM AND INTRODUCING THEM INTO THE FIRST STAGE (INPUT) OF THE NORMATIVE MODEL, THIS GOAL MAY BE REALIZED BETTER. SINCE THE SUCCESS OF COMMUNITY SUPPORT PROGRAMS RESTS ULTIMATELY ON PUBLIC SUPPORT, PUBLIC AWARENESS SHOULD BE INCREASED THROUGH SPECIFIC AND GENERAL EDUCATIONAL PROGRAMS. POSSIBLE GOALS AND OUTCOMES OF AWARENESS TRAINING ARE NOTED: (1) SENSITIVITY TRAINING RESULTS IN PEOPLE BECOMING MORE AWARE OF THEIR INDIVIDUAL STRENGTHS AND RECOGNIZING INDIVIDUAL DIFFERENCES; (2) AS PEOPLE GAIN AN UNDERSTANDING OF THEMSELVES, THEY WILL BE ABLE TO FUNCTION MORE PRODUCTIVELY IN PERSONAL AND GROUP SITUATIONS; AND (3) ORGANIZATIONAL CONCEPTS SUCH AS STATUS, INFLUENCE, LABOR DIVISION, AND MANAGEMENT STYLES MAY BE BETTER UNDERSTOOD. GENERAL EDUCATIONAL PROGRAMS FOCUS ON PROBLEMS IN SOCIETY, SUCH AS ALCOHOL AND DRUG ABUSE, GAMBLING, ABORTION, AND SEXUAL BEHAVIOR. PROBLEMS AFFECTING THE LAW ENFORCEMENT FIELD ARE THE DISPARITY OF THE POLICE ROLE, THE SOCIAL IRRELEVANCY OF CENTRALIZATION, EMPLOYEE MORALE AND RETENTION, AND EMPLOYEE INVOLVEMENT IN DECISIONMAKING. IN THE OUTPUT STAGE, THE MODEL ATTEMPTS TO ESTABLISH A CRIMINAL JUSTICE AUTHORITY, THE CRIMINAL JUSTICE REVIEW BOARD, WITHIN THE CRIMINAL JUSTICE SYSTEM. MEMBERS OF THE CRIMINAL JUSTICE REVIEW BOARD, COMPOSED OF THE HEADS OF VARIOUS CRIMINAL JUSTICE AGENCIES FUNCTIONING WITHIN THE CRIMINAL JUSTICE SYSTEM, WOULD MAKE A COORDINATED EFFORT TO IDENTIFY AND RESOLVE PROBLEMS RELATED TO CRIME AND WOULD APPLY TECHNIQUES DEVELOPED BY THE BOARD IN EACH OF THEIR JURISDICTIONS. THE MAJOR UTILITY OF THE MODEL IS THAT IT ANALYZES THE CRIMINAL JUSTICE SYSTEM IN SYSTEMATIC TERMS. THE MODEL CONSIDERS THE IMPACT OF EVERY PROBLEM WITHIN THE CRIMINAL JUSTICE SYSTEM ON OTHER COMPONENTS OF THE SYSTEM. A DIAGRAMALICAL REPRESENTATION OF THE MODEL AND AN ORGANIZATIONAL CHART OF THE CRIMINAL JUSTICE REVIEW BOARD ARE PROVIDED. (DEP)
