THE GOALS, OBJECTIVES, AND PROGRAM IMPLEMENTATIONS OF A POLICE EFFORT TO COMPLEMENT AN EXISTING PROSECUTORIAL FOCUS ON DEALING WITH THE CAREER CRIMINAL ARE PRESENTED.
Abstract
THE PROPOSED POLICE EFFORT IS INTENDED TO REMEDY AN EXISTING LACK OF A CENTRAL COORDINATIVE FUNCTION WITHIN THE POLICE DEPARTMENT THAT COULD AID THE PROSECUTORS IN THE IDENTIFICATION, INVESTIGATION, ARREST, AND CONVICTION OF THE CAREER CRIMINAL. THE CURRENT PROSECUTORIAL PROGRAM DESIGNED TO INCREASE CONVICTIONS OF CAREER CRIMINALS IS DESCRIBED, AND THE STRUCTURES AND OPERATONS OF THE POLICE DEPARTMENT, COURTS, AND CORRECTIONS ARE INDICATED. FACTORS THAT PRESENTLY HAMPER THE POLICE DEPARTMENT IN ITS COOPERATION WITH THE PROSECUTOR IN DEALING WITH THE CAREER CRIMINAL ARE IDENTIFIED. IN AN EFFORT TO ELIMINATE THESE FACTORS. THE FOLLOWING GOALS ARE PROPOSED AND DISCUSSED: (1) INCREASE THE LONG TERM CLEARANCE RATES FOR THE SELECTED SPECIFIC CRIMES OF ROBBERY, BURGLARY, AND LARCENY; (2) CREATE, THROUGH TRAINING AND IMPROVED FIRST LINE SUPERVISION, A PATROL FORCE CAPABLE OF GENERATING ACCURATE, COMPLETE, AND TIMELY CRIMINAL OFFENSE REPORTS; (3) REALIZE INCREASED PATROL INVOLVEMENT IN THE IDENTIFICATION, INVESTIGATION, AND APPREHENSION OF SERIOUS, MULTIPLE CRIME OFFENDERS; (4) PROVIDE PATROL OFFICERS WITH STRATEGIC TACTICAL CRIME INFORMATION, ALONG WITH TRAINING IN APPROPRIATE STRATEGY ALTERNATIVES; AND (5) CREATE A SYSTEM OF PRIORITIZATION OF RESPONSES TO CRIMES AND SERVICE NEEDS TO AID COMMAND AND SUPERVISORY OFFICERS IN DECISIONMAKING. GENERAL PROGRAM TASKS RELATED TO THESE SPECIFIC OBJECTIVES WOULD INVOLVE IMPROVED PRELIMINARY INVESTIGATION BY PATROL, IMPROVED CAREER CRIMINAL IDENTIFICATION, AND THE INITIATION OF A PATROL PLANNING MODEL. EACH OF THESE PROGRAM COMPONENTS IS DISCUSSED IN DETAIL. THE IMPACT OF THE PROJECT OF THE PROSECUTOR'S OFFICE, COURTS, AND CORRECTIONS IS PROJECTED. (RCB)
