MODEL PROGRAMS FROM FOUR COUNTRIES ARE SUMMARIZED. THEY WERE IDENTIFIED BY A CROSS-NATIONAL PILOT STUDY AIMED AT DISCOVERING EFFECTIVE EDUCATIONAL AND VOCATIONAL PROGRAMS DESIGNED TO REDUCE DELINQUENCY AND CRIME.
Abstract
IN 1976-1977, THE UNITED NATIONS CRIME PREVENTION AND CRIMINAL JUSTICE SECTION FUNDED AN INTERNATIONAL STUDY TO IDENTIFY THE FOLLOWING: (1) PUBLIC SCHOOL SYSTEMS IN DIFFERENT COUNTRIES WHICH HAVE CONDUCTED OR ARE CONDUCTING APPARENTLY SUCCESSFUL EXPERIMENTS IN CRIME PREVENTION; (2) OBJECTIVES AND METHODOLOGIES FOR THE PLANNING, IMPLEMENTATION, AND EVALUATION OF SUCH PROGRAMS; AND (3) THOSE PROJECTS WHICH MAY SERVE AS MODELS. THIS PAPER DISCUSSES 16 PROGRAMS FROM THE UNITED STATES, THE NETHERLANDS, THE UNION OF SOVIET SOCIALIST REPUBLICS (U.S.S.R), AND CANADA. PROGRAMS TO IMPROVE THE LEARNING ENVIRONMENT AND REDUCE VANDALISM WERE SELECTED FROM THE STATE OF CALIFORNIA; HOUSTON, TEXAS; COLUMBIA, S.C.; AND DAVIS, CALIF. PREVENTION STRATEGIES WHICH FOCUS ON YOUNG CHILDREN ARE REPRESENTED BY PROGRAMS FROM NEW JERSEY, PENNSYLVANIA, THE NETHERLANDS, AND THE U.S.S.R. THE LEGAL EDUCATION PROGRAM OF THE U.S.S.R. IS DESCRIBED IN DETAIL. THIS PROGRAM BEGINS WITH THE TEACHERS AND EXTENDS TO SCHOOL CHILDREN OF ALL AGES. PROGRAMS WHICH IDENTIFY AND OFFER EARLY INTERVENTION TO 'DELINQUENCY-PRONE' CHILDREN ARE REPRESENTED BY MODELS FROM LOUISVILLE, K.Y., AND THE NETHERLANDS. DESCRIPTIONS OF TREATMENT AND SANCTIONS PROGRAMS FROM VANCOUVER, BRITISH COLUMBIA; LOUISVILLE, KY.; AND THE U.S.S.R., AND REHABILITATION AND CORRECTIONS PROGRAMS FROM THE CALIFORNIA YOUTH AUTHORITY, AND BETHLEHEM, PA., CONCLUDE THE SUMMARY. IT IS CONCLUDED THAT EARLY CHILDHOOD PROGRAMS ARE MOST EFFECTIVE, CHILDREN SHOULD BE INVOLVED IN PROGRAM DESIGN, AND TEACHERS NEED THOROUGH TRAINING. REFERENCES ARE INCLUDED. (GLR)
