COMMUNITY COOPERATION AND PARTICIPATION IN THE PREVENTION AND TREATMENT OF JUVENILE DELINQUENCY, SOCIOLEGAL IMPLICATIONS OF DRUG PROBLEMS, SELECTION OF PROCEEDINGS FOR JUVENILES, AND MURDER CASE STUDY ARE CONSIDERED.
Abstract
THE CONTENTS OF PAPERS PRESENTED AT A WORKSHOP ON PUBLIC PARTICIPATION, DRUG ABUSE, AND RELATED PROBLEMS ARE SUMMARIZED, WITH REPRESENTATION FRM MALAYSIA, SRI LANKA, JAPAN, AND NEPAL. REPRESENTATIVES FROM MALAYSIA AND SRI LANKA CONSIDERED COMMUNITY PARTICIPATION IN THE PREVENTION AND TREATMENT OF JUVENILE DELINQUENCY. LOCAL COMMITTEES RESPONSIBLE FOR CRIME PREVENTION WERE DISCUSSED, AND THE FOLLOWING RECOMMENDATIONS WERE OFFERED: REPRESENTATION OF PROFESSIONALS TO COORDINATE THE VOLUNTARY ACTIVITIES OF COMMUNITY COMMITTEES, TRAINING PROGRAMS FOR LOCAL COMMITTEES, CAMPAIGNS TO MOTIVATE ACTIVE PARTICIPATION BY CITIZENS, AND RECOGNITION FOR CITIZEN SERVICES PERFORMED. THE EXTENT OF DRUG ABUSE AND COUNTERMEASURES WERE DISCUSSED BY REPRESENTATIVES FROM JAPAN AND NEPAL. THE INCREASING USE OF DRUGS AND THEIR DESTRUCTIVE EFFECTS AMONG YOUTH ARE NOTED, AND THE FOLLOWING INTERVENTIONS ARE DISCUSSED: PENALIZATION OF DRUG ABUSE, PUBLIC EDUCATION, TREATMENT AND REHABILITATION OF ADDICTS, AND INTERNATIONAL COOPERATION IN SUPPRESSING THE TRAFFICKING OF DRUGS. A REPRESENTATIVE FROM JAPAN OBSERVED THAT THERE ARE CONTROVERSIES IN HIS COUNTRY ON THE DISPOSITION OF CASES FOR YOUTH AGED 18 TO 20. THE QUESTION OF WHETHER OR NOT THE FAMILY OR JUVENILE COURT SHOULD BE ALLOWED TO DISPENSE PENAL SANCTIONS AS WELL AS REHABILITATIVE MEASURES FOR OLDER YOUTH IS DISCUSSED. IT IS SUGGESTED THAT WHILE THE PRIMARY CONCERN FOR JUVENILES SHOULD BE REHABILITATION, THE JUVENILE COURT SHOULD PERMIT SOME MANNER OF PARTICIPATION BY THE PUBLIC PROSECUTOR IN PROCEEDINGS WHERE SERIOUS CRIMES ARE INVOLVED. A CASE STUDY OF AN 11-YEAR-OLD JAPANESE BOY WHO COMMITTED THEFT AND MURDER IS DISCUSSED WITH REFERENCE TO TREATMENT METHODS TO BE EMPLOYED FOR SUCH OFFENDERS. (RCB)
