LEAA'S PLANNING, IMPLEMENTATION, AND EVALUATION IN CORRECTIONS PROGRAM IS DESIGNED TO INCREASE EFFECTIVENESS AND EFFICIENCY IN CORRECTIONS SYSTEMS THROUGH STAFF DEVELOPMENT, PROGRAM PLANNING AND TECHNICAL ASSISTANCE.
Abstract
THE PROGRAM IMPLEMENTS THREE MAJOR FUNCTIONS--TRAINING, RESEARCH, AND TECHNICAL ASSISTANCE--CARRIED OUT AS A NATIONAL EFFORT WITHIN A REGIONAL AND LOCAL FRAMEWORK WITH THE COOPERATION, PARTICIPATION, AND INVOLVEMENT OF STATE AND LOCAL AGENCIES AND INSTITUTIONS. THE PRIMARY AREAS OF CONCERN THE PROGRAM ADDRESSED IN 1976 AND 1977 WERE FEMALE CORRECTIONS, JAIL AND DETENTION FACILITIES, COMMUNITY CORRECTIONS, AND YOUTH CORRECTIONS. STAFF DEVELOPMENT WAS PROVIDED THROUGH AN INTEGRATED PROGRAM OF BASIC AND ADVANCED TRAINING FOR SELECTED PARTICIPANTS FROM CORRECTIONS AGENCIES AND INSTITUTIONS. WHILE BASIC TRAINING WAS UNDERTAKEN THROUGH AN INSTRUCTIONAL SYSTEM DELIVERED IN FOUR REGIONAL 10-DAY SEMINARS, ADVANCED TRAINING WAS EXTENDED TO INDIVIDUALS SELECTED FROM AMONG THE RANKS OF THOSE WHO SUCCESSFULLY COMPLETED THE BASIC TRAINING SEGMENT. THE RESEARCH FUNCTION OF THE PROGRAM CENTERED ON IDENTIFYING ALTERNATIVE SYSTEMS FOR THE DELIVERY OF SERVICES TO CORRECTIONAL CLIENTS, ESPECIALLY FEMALE AND YOUTHFUL OFFENDERS, AND COMMUNITY CORRECTIONAL PROGRAMS. THE TECHNICAL ASSISTANCE FUNCTION WAS DESIGNED TO BE ACCOMPLISHED THROUGH CONSULTATIVE SERVICES AND INFORMATION DISSEMINATION TO ENHANCE PROGRAM IMPLEMENTATION AND OPERATION. AN EVALUATION OF THE PROGRAM INDICATED THAT THE TRAINING ACTIVITIES RESULT IN EQUIPPING 79 INDIVIDUALS WITH BASIC KNOWLEDGE AND SKILLS FOR PLANNING COMPREHENSIVE PROGRAMS FOR CORRECTIONS AGENCIES AND INSTITUTIONS, AND IN DEVELOPING LEADERSHIP CAPABILITIES AND MANAGERIAL SKILLS IN PLANNING, IMPLEMENTING, AND EVALUATING CORRECTIONS SYSTEMS. MODEL DESIGN ACTIVITIES RESULTED IN THE DEVELOPMENT OF DELIVERY SYSTEM MODELS FOR 31 CORRECTIONAL INSTITUTIONS IN 19 STATES, 2 TERRITORIES, AND CANADA. FOR THE TECHNICAL ASSISTANCE FUNCTION, FOUR QUARTERLY NEWSLETTERS WERE DISTRIBUTED CONTAINING ARTICLES AND PROGRAM DESCRIPTIONS INTENDED TO MOTIVATE AND AID PARTICIPANTS IN COPING WITH IMPLEMENTATION PROBLEMS. ALSO, A NUMBER OF SITE VISITS WERE MADE AND A WORKSHOP WAS CONDUCTED TO ASSIST CONNECTICUT IN DEVELOPING A 5-YEAR PLAN. TABULAR DATA AND REFERENCES ARE PROVIDED. (AUTHOR ABSTRACT MODIFIED--KBL)
