ISSUES OF ORGANIZATIONAL MANAGEMENT AND POLICE SERVICE DELIVERY IN TEAM POLICING PROGRAMS ARE EXAMINED AS CONSIDERED AT THE NATIONAL EVALUATION PROGRAM PHASE I REVIEW OF 21 TEAM POLICING PROGRAMS.
Abstract
ALTHOUGH CERTAIN FEATURES OF THE ORGANIZATIONAL AND SOCIAL IMPACT OF TEAM POLICING CANNOT BE ADDRESSED WITHOUT FURTHER RESEARCH TO DEVELOP A METHODOLOGY FOR EXAMINING THESE ISSUES, ONE AREA FOR RESEARCH AND DEVELOPMENT THAT CAN AID THE MEASUREMENT OF THE SOCIAL IMPACT OF TEAM POLICING IS VICTIMIZATION SURVEYS. SOME SUGGESTIONS AS TO POSSIBLE APPROACHES FOR MEASURING THE EFFECT OF DECENTRALIZED TEAM POLICING ON POLICE CORRUPTION ARE ALSO OFFERED. THE RELATIVE EFFICIENCY OF USES OF MANPOWER IN ALTERNATIVE METHODS FOR ORGANIZING POLICE OPERATIONS IS CONSIDERED TO BE A STILL UNRESOLVED ISSUE. THE FOLLOWING SUBJECTS ARE DISCUSSED AS ISSUES THAT SHOULD BE ADDRESSED IN EXAMINING THE OPERATIONAL EFFICIENCY OF TEAM POLICING: TEAM POLICING IMPACTS UPON THE GROWTH AND MODIFICATION OF DEMAND FOR POLICE SERVICES, OPTIMAL STRATEGY FOR CHANGING COMMUNITY ATTITUDES AND INVOLVEMENT IN LAW ENFORCEMENT, TEAM POLICING EFFECTS UPON MANAGEMENT OF DELIVERY OF POLICE SERVICES, AND TEAM POLICING EFFECTS UPON INVESTIGATIVE EFFECTIVENESS. A REVIEW OF THE TEAM POLICING OPERATIONS CONSIDERED AT THE NATIONAL EVALUATION PROGRAM CONFERENCE SHOWED THAT IN SPITE OF EFFORTS AT DECENTRALIZATION OF RESOURCE MANAGEMENT THROUGH TEAM POLICING, A RETRENCHMENT OF FORMER PATTERNS OF AUTHORITY OCCURRED AT SOME INTERVAL AFTER IMPLEMENTATION. THE FOLLOWING TOPICS ARE DISCUSSED AS AREAS OF STUDY WHICH CAN CONTRIBUTE TO THE DEVELOPMENT OF TEAM PATROL STYLES OF MANAGEMENT: METHODS FOR TEAM LEADERSHIP, METHODS FOR COORDINATING THE OPERATIONS OF DIFFERENT POLICE TEAMS, TEAM FORMATION EFFECTS UPON PATROL OFFICER ROLE CHANGE AND JOB SATISFACTION, AND TRAINING CURRICULUM DESIGN AND SCHEDULING OF INSTRUCTION. THE DISTRIBUTION OF EVALUATIVE STUDY BENEFITS AND COSTS IS ALSO GIVEN SPECIAL ATTENTION IN THE REPORT. REFERENCES ARE LISTED. (RCB)
