Abstract
PAPERS SUBMITTED TO THE THIRD INTERNATIONAL SYMPOSIUM ON CRIMINOLOGY HELD AT SAO PAULO, BRAZIL, IN 1976 TREATED THE EFFECTS OF ALCOHOLISM AND DRUG ADDICTION ON PUBLIC HEALTH AND SOCIAL BEHAVIOR, AND REPORTED ON DRUG RELATED CRIMES, IN LATIN AMERICA, SPAIN, EGYPT, AND PUERTO RICO. THESE THEMES WERE ALSO VIEWED FROM A GLOBAL PERSPECTIVE BY UNITED NATIONS OFFICIALS. FURTHER PAPERS DISCUSSED DRUG ABUSE CONTROL THROUGH INTERNATIONAL TREATIES; THE LINKAGE BETWEEN HASHISH ADDICTION AND CRIME IN EGYPT; AND ALCOHOL AND DRUG ADDICTION EPIDEMIOLOGY, COMMUNITY ATTITUDES, AND CONTROL POLICIES IN LATIN AMERICA AS A WHOLE, IN INDIVIDUAL LATIN AMERICAN COUNTRIES (ARGENTINA, COLOMBIA, CHILE, BRAZIL, VENEZUELA, URGUGUAY), AND IN SPAIN AND PUERTO RICO. SINCE ALCOHOL AND DRUG ADDICTION PROBLEMS ARE NOT YET AS SERIOUS IN LATIN AMERICA AND IN DEVELOPING COUNTRIES IN GENERAL AS THEY ARE IN THE UNITED STATES AND IN THE INDUSTRIALIZED COUNTRIES OF WESTERN EUROPE, LATIN AMERICA SHOULD EMPHASIZE DRUG PREVENTION OVER DRUG CONTROL, WITHOUT NEGLECTING THE LATTER.
