THE 1977-1978 ANNUAL REPORT OF THE HAWAII COUNTY POLICE DEPARTMENT PRESENTS ARRESTS, TRAFFIC ACCIDENTS, AND OTHER STATISTICS, TOGETHER WITH A SUMMARY OF THE DEPARTMENT'S ACTIVITIES.
Abstract
THE REPORT FOCUSES ON THE DEPARTMENT'S EFFORTS TO COMBAT ORGANIZED CRIME; SPECIAL TASK FORCES ASSIGNED TO DEAL WITH MARIHUANA GROWING, COCKFIGHTING, BURGLARY, SPORTS BETTING, DRUNK DRIVING, AND OTHER PROBLEMS; TRAINING PROGRAMS; AND REORGANIZATION. THE VALUE OF THE TASK FORCE CONCEPT IN HELPING SMALL DEPARTMENTS WITH MANPOWER LIMITATIONS DEAL WITH SERIOUS PROBLEMS IS NOTED. PROGRAMS AIMED AT GAINING PUBLIC SUPPORT AND COOPERATION IN CRIME PREVENTION ARE DESCRIBED, AS IS THE DEPARTMENT'S HANDLING OF THE EVACUATIONS, LOOTING, AND OTHER SITUATIONS CAUSED BY THE 21-DAY ERUPTION OF A VOLCANO. THE EXPERIENCES OF ONE HAWAII COUNTY POLICE OFFICER IN HELPING PALAU, A TRUST TERRITORY DISTRICT, DEVELOP ITS LAW ENFORCEMENT RESOURCES ARE OUTLINED. STATISTICS ARE PRESENTED ON OFFENSES AND CLEARANCES, PERSONS CHARGED, DISPOSITIONS, COMPLAINTS, JUVENILE ARRESTS, TRAFFIC ENFORCEMENT AND ACCIDENTS, MANPOWER AND BUDGET, AND OTHER ASPECTS OF POLICE OPERATIONS. IN SOME CASES COMPARISONS WITH STATISTICS FROM PRIOR YEARS ARE INCLUDED. MAJOR CRIMES INCREASED BY 6.7 PERCENT IN 1977, AND CLEARANCES OF THOSE CRIMES INCREASED 14.5 PERCENT. (LKM)
