THIS 1978 COMPREHENSIVE PLAN FOR PENNSYLVANIA'S CRIMINAL JUSTICE SYSTEM DESCRIBES EXISTING POLICE, COURT, AND CORRECTIONS SYSTEMS, SYSTEM NEEDS AND GOALS, PLANNING AND IMPLEMENTATION OF GOALS, AND SYSTEM EVALUATION.
Abstract
THE VOLUME PROVIDES AN OVERVIEW OF CRIMINAL JUSTICE IN THE STATE AND AN INTRODUCTION TO THE MAJOR CRIME AREAS, ALLEGHENY, PHILADELPHIA, BUCKS, CHESTER, DELAWARE, AND MONTGOMERY COUNTIES, BEFORE PRESENTING AN ANALYSIS OF CRIME BASED ON UNIFORM CRIME REPORTS (UCR) STATISTICS. THE ANALYSIS COMPARES PENNSYLVANIA'S CRIME SITUATION TO THAT IN OTHER STATES, FURNISHES ACTUAL AND PROJECTED PART I UCR CRIME STATISTICS AND PART I CRIME CASEFLOWS, AND DISCUSSES THE STATUS OF VANDALISM, DRUG AND ALCOHOL ABUSE, VICTIMIZATION, UNEMPLOYMENT AND CRIME, DEMOGRAPHICS AND CRIME, AND CRIMINAL JUSTICE EXPENDITURES IN THE STATE. CRIMINAL JUSTICE SYSTEM PROBLEMS AND NEEDS ARE EXPLORED FOR SEVERAL SUBSTANTIVE AREAS--THE LAW, PLANNING RESEARCH AND EVALUATION, CRIME PREVENTION, REHABILITATION, AND ADULT AND JUVENILE RELEASE AND DIVERSION--BUT WITH SPECIAL ATTENTION GIVEN TO CRIME RELATIONSHIPS TO VICTIMS, POLICE TRAINING NEEDS, AND OVERCROWDING OF PRISONS. PROBLEMS ARE EXAMINED FOR THEIR SCOPE AND SEVERITY BOTH WITHIN DESIGNATED HIGH CRIME AREAS AND STATEWIDE. SPECIFIC PROBLEMS ARE ALSO INVESTIGATED AS INTERRELATED UNITS, WITH RELEVANT STANDARDS AND CHANGE OBJECTIVES OR STRATEGIES, CITED FOR EACH. STANDARDS AND GOALS FOR POLICE, COURTS, AND CORRECTIONS ARE OFFERED. PROGRAM DESCRIPTIONS FOR ATTAINING THE STANDARDS AND GOALS ARE SUPPLIED ALONG WITH MULTIYEAR FORECASTS OF ACTIVITIES AND ACCOMPLISHMENTS. THE PROGRAM DESCRIPTIONS COVER SUCH ITEMS AS INTERAGENCY PLANNING, INTENSIVE PROGRAM EVALUATION, AND APPLIED RESEARCH; A MULTIYEAR BUDGET AND FINANCIAL PLAN CONCLUDES THIS SECTION. SPECIAL PROGRAM REQUIREMENTS ARE OUTLINED RELATING TO FUNDING LAW ENFORCEMENT ALLOCATIONS, AND PRIORITIES SUCH AS CRIME AGAINST THE ELDERLY AND ORGANIZED CRIME. INFORMATION ON CRIMINAL JUSTICE SYSTEM RELATED PLANS, PROGRAMS, AND SYSTEMS OF INTEREST TO CRIMINAL JUSTICE PROFESSIONALS IS SUPPLIED INCLUDING DESCRIPTIONS OF AND REQUIREMENTS FOR THE MODEL CITIES PROGRAM AND HOUSING AND COMMUNITY DEVELOPMENT ACT OF 1974, LEAA DISCRETIONARY GRANTS, AND NILECJ. THE FINAL SECTION DESCRIBES SPECIFIC PLANS IDENTIFIED FOR INTENSIVE EVALUATION IN 1978 AND DISCUSSES PROJECT EVALUATIONS, USES OF EVALUATIONS, AND REPORTING ON PLAN IMPLEMENTATION.
