Abstract
THE HEARING WAS CONVENED BY THE U.S. HOUSE OF REPRESENTATIVES COMMITTEE ON EDUCATION AND LABOR'S SUBCOMMITTEE ON ECONOMIC OPPORTUNITY, WHICH HAS OVERSIGHT RESPONSIBILITY FOR IMPLEMENTATION OF THE ACT BY THE OFFICE OF JUVENILE JUSTICE AND DELINQUENCY PREVENTION, LEAA. TESTIMONY IS PRESENTED BY THE ADMINISTRATOR OF THAT OFFICE, THE EXECUTIVE DIRECTOR OF COLORADO'S DIVISION OF CRIMINAL JUSTICE, THE CHAIRMAN OF THE NATIONAL GOVERNOR'S CONFERENCE SUBCOMMITTEE ON JUSTICE AND CRIME PREVENTION, AND REPRESENTATIVES OF THE NATIONAL ADVISORY COMMITTEE ON JUVENILE JUSTICE AND DELINQUENCY PREVENTION, THE YOUNG MEN'S CHRISTIAN ASSOCIATON, GIRLS CLUB OF AMERICA, AND THE NATIONAL COUNCIL OF JEWISH WOMEN'S JUVENILE JUSTICE TASK FORCE. THE WITNESSES ASSESS, FROM A VARIETY OF PERSPECTIVES, THE EXTENT TO WHICH THE AIMS OF THE ART ARE BEING ACCOMPLISHED. THESE AIMS ARE THE DEVELOPMENT AND OPERATION OF DELINQUENCY PREVENTION PROGRAMS, THE DIVERSION OF JUVENILES FROM THE JUSTICE SYSTEM, AND THE PROVISION OF ALTERNATIVES TO TRADITIONAL DETENTION AND CORRECTIONAL FACILITIES--ALL THROUGH FEDERAL AID TO STATES, LOCALITIES, AND PUBLIC AND PRIVATE AGENCIES. A LARGE PART OF THE RECORDED TESTIMONY IS THAT PRESENTED BY THE LEAA ADMINISTRATOR, WHO DESCRIBES IN DETAIL HIS AGENCY'S OPERATIONS AND EXPRESSES CAUTIOUS OPTIMISM REGARDING THE LIKELIHOOD THAT THE GOALS OF THE ACT WILL BE ACHIEVED. A COPY OF THE ACT, PREPARED STATEMENTS, LETTERS, SUPPLEMENTAL MATERIALS, AND OTHER DOCUMENTATION ACCOMPANY THE RECORDED TESTIMONY. (LKM)
