THIS ANNUAL REPORT CONTAINS STATISTICAL AND NARRATIVE DATA ON COMPLAINTS AND PROBLEMS OF INMATES IN CANADIAN PENITENTIARIES. IT COVERS THE PERIOD FROM JUNE 1, 1975, THROUGH MAY 31, 1976.
Abstract
THE CORRECTIONAL INVESTIGATOR POSITION WAS CREATED UNDER THE INQUIRIES ACT TO OVERSEE INMATE COMPLAINTS, PERSONS EMPLOYED IN THE CANADIAN PENITENTIARY SERVICE, AND ISSUES OF CONCERN TO THE GENERAL PUBLIC. TERMS OF REFERENCE GRANT THE CORRECTIONAL INVESTIGATOR WIDE DISCRETION IN DEALING WITH COMPLAINTS AND IN DECIDING WHETHER THE COMPLAINANT HAS TAKEN ALL REASONABLE STEPS TO EXHAUST AVAILABLE LEGAL OR ADMINISTRATIVE REMEDIES. THE ANNUAL REPORT OF THE CORRECTIONAL INVESTIGATOR FOR 1975-1976 CONTAINS INFORMATION ON THE ROLE OF PROVINCIAL OMBUDSMEN, PROCEDURES FOLLOWED IN PREPARING THE REPORT, STAFF AND OFFICE OF THE CORRECTIONAL INVESTIGATOR, GRIEVANCE PROCEDURES, SPECIAL INVESTIGATIONS, THE NATIONAL PAROLE SERVICE, COMPLAINTS, SENTENCE ADMINISTRATION, DISCIPLINE, DISSOCIATION, TEMPORARY ABSENCE, TRANSFERS, COMPENSATION FOR INJURIES AND LOSS OF PROPERTY, MEDICAL SERVICES, EDUCATION, VISITS AND CORRESPONDENCE, AND FINANCIAL MATTERS OF INMATES.
