STANDARDS FOR HOME DETENTION PROGRAMS, WHICH ARE AIMED AT KEEPING CHILDREN TROUBLE-FREE AND AVAILABLE TO THE COURT BETWEEN THEIR INITIAL CONTACT WITH THE COURT AND FINAL DISPOSITION, ARE SPELLED OUT.
Abstract
BECAUSE PREDISPOSITIONAL OUTREACH PROGRAMS, ALSO CALLED HOME DETENTION OR OUTREACH DETENTION, FUNCTION THROUGH A VARIETY OF PARENT AGENCIES, THESE STANDARDS WERE DEVELOPED TO PROVIDE MINIMUM CRITERIA FOR ALL SUCH PROGRAMS FINANCED BY OR AFFILIATED WITH THE DIVISION OF YOUTH SERVICES OF THE VIRGINIA DEPARTMENT OF CORRECTIONS. SUCH PROGRAMS ALLOW DELINQUENTS, ALLEGED DELINQUENTS, AND CHILDREN IN NEED OF SERVICES TO LIVE IN THEIR OWN HOMES, OR IN SURROGATE HOMES, WHILE AWAITING COURT DISPOSITION. INTENSIVE COUNSELING SERVICES ARE PROVIDED TO KEEP THE CHILDREN OUT OF TROUBLE AND TO ASSURE COURT APPEARANCE. THE PROGRAMS ARE ADMINISTERED BY EITHER THE COURT OR A LOCAL SECURE DETENTION FACILITY. THESE GUIDELINES COVER PROGRAM APPROVAL AND WRITTEN CERTIFICATION BY THE VIRGINIA DEPARTMENT OF CORRECTIONS; ADMINISTRATIVE STANDARDS; BUDGETS AND FINANCIAL RECORDS; STAFF DEVELOPMENT AND TRAINING, INCLUDING ORIENTATION FOR NEW EMPLOYEES AND A MINIMUM OF 40 HOURS OF INSERVICE TRAINING PER YEAR FOR COUNSELORS AND SUPERVISORS; QUALIFICATIONS FOR STAFF MEMBERS; AND PROGRAM PROCEDURES AND SERVICES THE USE OF VOLUNTEER STAFF IS ENCOURAGED. JOB DESCRIPTIONS ARE ALSO GIVEN FOR THE ADMINISTRATOR, THE COUNSELORS, AND THE CLERICAL STAFF MEMBERS.
