PREPARED BY THE YOUTH SERVICES DIVISION OF VIRGINIA'S CORRECTIONS DEPARTMENT, THESE STANDARDS COVER GROUP HOME CERTIFICATION, ADMINISTRATION, PERSONNEL, PROGRAMS, AND SERVICES, AS WELL AS ADMISSION AND RELEASE CRITERIA.
Abstract
THE STANDARDS WHICH ARE DESIGNED TO GUARANTEE QUALITY TREATMENT FOR ALL JUVENILES IN THE STATE RECEIVING RESIDENTIAL SERVICES APPLY TO GROUP HOMES DEVELOPED AND FINANCED BY THE STATE AND WHICH REQUIRE APPROVAL OR CERTIFICATION BY THE DEPARTMENT OF CORRECTIONS' DIVISION OF YOUTH SERVICES. WRITTEN CERTIFICATION OF GROUP HOMES AND THEIR PROGRAMS ARE MANDATORY. TWO TYPES OF CERTIFICAITON ARE AN ANNUAL CERTIFICATE AND A PROVISIONAL CERTIFICATE; AN ANNUAL CERTIFICATE IS GRANTED TO A GROUP HOME WHOSE PROGRAMS, FACILITIES, AND OPERATIONS SUBSTANTIALLY MEET MINIMUM ESTABLISHED STANDARDS, AND A PROVISIONAL CERTIFICATE MAY BE ISSUED IF AN APPLICANT IS TEMPORARILY UNABLE TO COMPLY WITH REQUIRED STANDARDS AND UNDER THE CONDITION THAT REQUIREMENTS BE MET WITHIN A SPECIFIED PERIOD OF TIME. EXCEPT FOR PROVISIONAL CERTIFICATES, ALL GROUP HOME CERTIFICATES ARE ISSUED FOR A 1-YEAR PERIOD, AND PROCEDURES EXIST FOR THE CONTINUED OPERATION OF GROUP HOMES AND FOR THE ANNUAL RENEWAL OF CERTIFICATES. A GROUP HOME WHICH HAS ITS CERTIFICATE REVOKED OR SUSPENDED HAS THE RIGHT TO APPEAL. ADMINISTRATIVE STANDARDS RELATING TO GROUP HOMES DEAL WITH ADMINISTRATIVE BODIES, BUDGET AND FINANCE, PERSONNEL, AND STAFF TRAINING AND DEVELOPMENT. STANDARDS ON FACILITIES (BUILDINGS, GROUNDS, AND EQUIPMENT) CONCERN SAFETY AND HEALTH REGULATIONS, SLEEPING QUARTERS, BATH AND TOILET FACILITIES, INDOOR RECREATION, AND LAUNDRY AND SEWING FACILITIES. PERSONNEL STANDARDS APPLY TO THE RATIO OF GROUP HOME STAFF TO RESIDENTS, THE COMPOSITION AND QUALIFICATIONS OF STAFF, MEDICAL STAFF, CLERICAL STAFF, RECREATION STAFF, FOOD SERVICE PERSONNEL, MAINTENANCE PERSONNEL, RELIEF STAFF, HEALTH REQUIREMENTS, VOLUNTEERS, AND STUDENT INSERVICE TRAINING STAFF. PROGRAMS AND SERVICES FOCUS ON THERAPEUTIC SERVICES, HEALTH, EDUCATION, RECREATION, COMMUNITY RELATIONSHIPS, CLOTHING, ALLOWANCES, DISCIPLINE, AND VISITATION. SCREENING, ADMISSION, AND PLACEMENT PROCESSES AND CRITERIA FOR THE RELEASE OF RESIDENTS FROM GROUP HOMES ARE DETAILED.
