THIS REPORT CONTAINS A COMPREHENSIVE RANGE OF STANDARDS TO COMBAT CRIME, TO IMPROVE CRIMINAL JUSTICE SYSTEM EFFICIENCY IN THE STATE OF HAWAII, AND SPECIFIC GOALS AND PRIORITIES FOR POLICE.
Abstract
FOUR COUNTY POLICE DEPARTMENTS OPERATE IN THE STATE OF HAWAII. EACH DEPARTMENT IS INDEPENDENT UNDER COUNTY JURISDICTION BUT HAS A POLICE COMMISSION ESTABLISHED BY STATE LAW. STATE POLICE OR A STATE HIGHWAY PATROL SYSTEM DO NOT EXIST. STANDARDS AND GOALS RESULTING FROM THE ESTABLISHMENT OF A POLICE AND PUBLIC PROTECTION TASK FORCE INCLUDE THE FOLLOWING CATAGORIES: (1) POLICE ROLE (LIMITS OF AUTHORITY, DISCRETION, COMMUNICATING WITH THE PUBLIC, AND NEWS-MEDIA RELATIONS); (2) POLICE ROLE IMPLEMENTATION; (3) DEVELOPMENT OF COMMUNITY RESOURCES (CRIME PROBLEM IDENTIFICATION AND PREVENTION); (4) CRIMINAL JUSTICE RELATIONS (DIVERSION, CITATION AND RELEASE ON OWN RECOGNIZANCE, AND CRIMINAL CASE FOLLOWUP); (5) PLANNING AND ORGANIZING (POLICE SERVICES, AGENCY & JURISDICTIONAL PLANNING, POLICE-COMMUNITY PHYSICAL PLANNING, AND FISCAL MANAGEMENT PROCEDURES); (6) TEAM POLICING; (7) UNUSUAL OCCURRENCES (COMMAND AND CONTROL PLANNING, EXECUTIVE RESPONSIBILITY, MASS PROCESSING FOR ARRESTEES, AND LEGAL CONSIDERATIONS IN TRAINING FOR UNUSUAL OCCURRENCES); (8) PATROL; (9) OPERATIONS SPECIALIZATION (JUVENILE OPERATIONS, TRAFFIC OPERATIONS, CRIMINAL INVESTIGATION, SPECIAL-CRIME TACTICAL FORCES, VICE OPERATIONS, NARCOTIC AND DRUG INVESTIGATION, AND INTELLIGENCE OPERATIONS); (10) MANPOWER ALTERNATIVES; (11) PROFESSIONAL ASSISTANCE; (12) SUPPORT SERVICES; (13) POLICE RECRUITMENT AND SELECTION; (14) POLICE CLASSIFICATION AND PAY; (15) EDUCATION AND TRAINING; (16) DEVELOPMENT, PROMOTION, AND ADVANCEMENT; (17) EMPLOYEE RELATIONS; (18) INTERNAL DISCIPLINE; (19) HEALTH CARE, PHYSICAL FITNESS, RETIREMENT, AND EMPLOYEE SERVICES; (20) PERSONAL EQUIPMENT; (21) TRANSPORTATION; (22) COMMUNICATIONS; AND (23) INFORMATION SYSTEMS.
