TO IMPROVE THE TREATMENT OF YOUNG FOREIGNERS IN WEST GERMANY, PRESENT TREATMENT METHODS FOR YOUNG FOREIGNERS WHO HAVE COMMITTED CRIMES IN MAJOR WEST GEMAN CITIES ARE EXAMINED IN THIS COMPREHENSIVE EMPIRICAL STUDY.
Abstract
CONTRARY TO THEIR PARENTS, THE CHILDREN OF THE NUMEROUS FOREIGN WORKERS RESIDING IN WEST GERMANY SHOW INCREASED CRIMINAL ACTIVITIES. FOR THE FIRST TIME, THE AGENCIES OF SOCIAL CONTROL (STATISTICAL AGENCIES, SOCIAL WORKERS, CORRECTIONAL AND PROBATION OFFICERS) ARE INTERVIEWED TO DETERMINE VARIOUS ASPECTS OF ALIEN CRIMINALITY. A STATISTICAL ANALYSIS COMPARES THE CRIME RATE OF YOUNG FOREIGNERS FOR DIFFERENT TYPES OF OFFENSES TO THAT OF YOUNG GERMANS. THE SOCIAL ENVIRONMENT OF FOREIGN JUVENILE DELINQUENTS IS EXPLORED TO DETECT FORMS OF LABELING. INTERVIEWS WITH GERMAN IMMIGRATION OFFICERS REVEAL HOW THEY HANDLE THEIR RIGHT (NOT OBLIGATION) TO DEPORT FOREIGN OFFENDERS. JUVENILE COURTS ARE STUDIED WITH RESPECT TO PARTICULAR PROBLEMS WITH FOREIGN DELINQUENTS (COMMUNICATION) AND THE TYPES OF SENTENCE THEY PRONOUNCE. FINALLY, THE TREATMENT OF YOUNG FOREIGNERS (EDUCATION, TRAINING, ASPECTS OF DISCRIMINATION) IN CORRECTIONAL INSTITUTIONS AND ON PROBATION IS STUDIED. BASED ON THESE RESULTS, THE STUDY CONCLUDES THAT YOUNG FOREIGNERS HAVE REMAINED A MARGINAL AND IN MANY WAYS, DISCRIMINATED, GROUP, OF THE POPULATION. IN ADDITION, GERMAN AUTHORITIES MAKE LITTLE EFFORT TO INTEGRATE FOREIGN OFFENDERS INTO SOCIETY. A REFORM OF THE PRESENT ALIEN LAW IS URGENTLY NEEDED, SINCE THE CONSTANT THREAT OF DEPORTATION MAKES THE ORGANS OF SOOCIAL CONTROL RELUCTANT TO EXTEND THE FULL POSSIBILITIES OF THERAPY AND REHABILITATION TO YOUNG FOREIGNERS. THE STUDY CONTAINS NUMEROUS STATISTICAL CHARTS AND GRAPHS. THE QUESTIONS USED FOR THE INTERVIEWS AND A SHORT BIBLIOGRAPHY ARE APPENDED. --IN GERMAN. (SAJ)
