THIS REPORT BY THE SELECT COMMITTEE ON NARCOTICS ABUSE AND CONTROL OF THE U.S. HOUSE OF REPRESENTATIVES DOCUMENTS THE FINDINGS OF THE COMMITTEE'S 10-NATION, 20-DAY FACT-FINDING MISSION ON NARCOTICS ABUSE.
Abstract
THE MISSION FOCUSED ON A STUDY OF NARCOTICS ABUSE AND THE IMPACT OF HEROIN TRAFFICKING FROM THE GOLDEN TRIANGLE ON THOSE COUNTRIES IN CLOSE PROXIMITY TO THE SOURCE AREA. IN ADDITION, IT WAS CONCERNED WITH IMPRESSING FOREIGN GOVERNMENTS AND U.S. PERSONNEL OVERSEAS WITH THE DEPTH OF CONGRESSIONAL COMMITMENT TO REDUCE INTERNATIONAL DRUG TRAFFIC. COUNTRIES VISITED BY TASK FORCE MEMBERS WERE ALL EXPERIENCING ADVANCED STATES OF DRUG ABUSE; MORE IMPORTANT, THEY ARE AREAS WHICH MAJOR DRUG TRAFFICKING PIPELINES TRAVERSE. THEY INCLUDE JAPAN, THE PHILLIPINES, AUSTRALIA, IRAN, ENGLAND, NEW GUINEA, MALAYSIA (WITH A RAMPANT PROBLEM), THAILAND (THE TRANSIT SITE FOR ILLICIT HEROIN), AND INDIA (THE LARGEST PRODUCER OF LICIT OPIUM). NATIONWIDE PREVENTION PROGRAMS AND INNOVATIVE TREATMENT APPROACHES WERE DISCUSSED IN SINGAPORE AND ENGLAND. THE COMMITTEE CONSIDERED REDUCING CULTIVATION AT THE SOURCE, BORDER CONTROL, LAW ENFORCEMENT, PREVENTION, TRAINING, TREATMENT, AND REGIONAL COOPERATION IN EACH COUNTRY VISITED. BILATERAL, MULTILATERAL, AND REGIONAL COOPERATION ON DRUG ABUSE ISSUES WAS ENCOURAGED. TABULAR DATA ARE INCLUDED. (MJW)
