DESIGNS FOR MAGISTRATE'S COURTS ARE PRESENTED AS GENERAL GUIDELINES FOR JURISDICTIONS IN ENGLAND AND WALES PLANNING TO BUILD NEW COURTHOUSES AND DESIRING BOTH ECONOMICALLY AND OPERATIONALLY VIABLE STRUCTURES.
Abstract
THE COLLECTION OF DESIGNS PLUS PLANNING INSTRUCTIONS WAS PREPARED BY THE GREATER LONDON COUNCIL IN 1969 AND REVISED IN 1977. BESIDES THE TOPICAL MATTERS, THE VOLUME CONTAINS A BRIEF HISTORY OF MAGISTRATE'S COURTS COVERING THE TIME OF ENGLAND'S SEPARATION FROM EUROPE TO MODERN TIMES, AS WELL AS DISCOURSE ON EXPECTED TRENDS AND A NARRATIVE OUTLINE OF THE ENGLISH COURT SYSTEM. THE SUBJECT OF COURTHOUSE PLANNING IS ADDRESSED, WITH THE DISCUSSION TOUCHING ON BASIC NEEDS ASSESSMENT, ALLOWANCE FOR FUTURE WORKLOADS, FLEXIBILITY REQUIREMENTS TO ALLOW THE STRUCTURE TO BE OPERATIONAL FOR UP TO 60 YEARS, ESTABLISHMENT OF A PLANNING TEAM, TYPES OF ANALYSIS FOR PLANNING, AND IDENTIFICATION OF BUILDING USERS, ACTIVITY STUDIES, AND PLAN TYPES. ALSO COVERED ARE BASIC POLICIES FOR COURTROOM STRUCTURE REGARDING THE PROBATION AND AFTERCARE UNIT AND ITS RELATION TO THE COURTHOUSE, THE POSITIONING OF THE CUSTODY AREA AND THE WARRANT OFFICE, PARKING AREAS, AND SPECIFIC SPACES PLANNING AND ENVIRONMENT. CONSIDERATION IS GIVEN TO SIGNS, RECORD STORAGE AREAS, CLOAKROOM AND CATERING FACILITIES, ACCESS FOR HANDICAPPED PERSONS, CLEANING FACILITIES, ACCOMODATIONS SCHEDULING, COST CONTROL, SITES, AND SITING. DRAWINGS SHOW A VARIETY OF PLAN OPTIONS AND DEPICT THE RELATIONSHIPS OF PARTICIPANTS IN BASIC JUDICIAL SITUATIONS AND EXPECTED CIRCULATION PATTERNS. BLUEPRINTS, DRAWINGS AND PHOTOGRAPHS OF A FEW EXISTING STRUCTURES ARE PRESENTED AS EXAMPLES. APPENDIXES CONTAIN LISTS OF SECURITY MEASURES TO KEEP IN MIND, COMPARATIVE ACCOMODATION SCHEDULES OF THREE COURTHOUSES, METHODS FOR ASSESSING SITE AREA, INFORMATION ON HEATING, VENTILATION, AND ELECTRICAL NEEDS, AND THE REPORT OF THE MAGISTRATE'S WORKING PARTY ON COURTHOUSE DESIGN. SPECIFIC RECOMMENDATIONS REGARDING COURTHOUSE STRUCTURE AND AREA SPECIFICATIONS ARE INCLUDED. (DAG)
