WORKSHOP DISCUSSIONS AT THE 1979 INTERNATIONAL ASSOCIATION OF COLLEGE AND UNIVERSITY SECURITY DIRECTORS CONFERENCE ARE SUMMARIZED.
Abstract
THE WORKSHOPS AT THE CONFERENCE CONSIDERED (1) MUTUAL PROBLEMS, (2) HYPNOSIS AS AN INVESTIGATIVE TOOL, AND (3) EFFICIENCY VERSUS PRODUCTIVITY UNDER LIMITED BUDGETS. THE WORKSHOP ON MUTUAL PROBLEMS CONSIDERED THE FOLLOWING ISSUES: BETTER PUBLIC ACCESSIBILITY TO POLICE DISPATCH SERVICES, WHICH INCLUDED DISCUSSION OF A CALL BOX SYSTEM DEVELOPED AT THE UNIVERSITY OF HOUSTON; FUEL CONSERVATION, WHICH CONSISTED OF SUGGESTIONS FOR REDUCING ENGINE IDLING TIME AND TRAVEL DISTANCES; SECURITY OFFICERS CARRYING GUNS OFF CAMPUS, WHICH RECOMMENDED THAT WRITTEN POLICY PROHIBIT THIS TO PROTECT THE INSTITUTION FROM LIABILITY; HIRING STANDARDS, WHICH RECOMMENDED A CENTRAL COUNTY-WIDE ASSESSMENT CENTER FOR LAW ENFORCEMENT APPLICANTS TO REDUCE DUPLICATE PROCESSING OF THOSE 'SHOPPING AROUND' FOR EMPLOYMENT AT A NUMBER OF AGENCIES; THE MORALE ISSUE, WHICH DISCUSSED WAYS OF INTRODUCING MORE CHALLENGE TO CAMPUS SECURITY WORK; GOALS AND OBJECTIVES, WHICH EMPHASIZED THE IMPORTANCE OF LONG-RANGE PLANNING; AND FOREIGN STUDENTS AND CRIME PREVENTION, WHICH SUGGESTED THAT FOREIGN STUDENTS UNFAMILIAR WITH UNITED STATES LAWS BE GIVEN BASIC INSTRUCTION IN THE LAW'S REQUIREMENTS. THE WORKSHOP ON HYPNOSIS AS AN INVESTIGATIVE TOOL ADVOCATED ITS USE TO HELP WITNESSES RECALL RELEVANT EVENTS IN MORE DETAIL, PROVIDING THE PROCESS IS CONDUCTED BY A COMPETENT PERSON. THE WORKSHOP ON MANAGEMENT PRACTICES OFFERED SUGGESTIONS FOR IMPROVING EFFICIENCY WHILE MAINTAINING PRODUCTIVITY TO PREVENT BUDGET CUTS FROM DIMINISHING SECURITY FORCE EFFECTIVENESS. (RCB)
