NEW YORK STATE COMMUNITY CORRECTIONAL PROGRAMS ARE REVIEWED, AND THE COMMUNITY RESIDENTIAL PROJECT FOR OFFENDERS IS DESCRIBED. THIS IS FOLLOWED BY A GUIDE FOR COMMUNITY GROUPS DEVELOPING HALFWAY HOUSES.
Abstract
ALTHOUGH RESIDENTIAL PROGRAMS FOR OFFENDERS HAVE BEEN OPERATING IN NEW YORK STATE FOR MANY YEARS, CURRENT PROGRAMS CANNOT BE CONSTRUED AS A SYSTEM. THERE IS NO MECHANISM FOR COORDINATION OR THE DEVELOPMENT OF OVERALL STRATEGY. THE COMMUNITY RESIDENTIAL PROJECT FOR OFFENDERS WAS ESTABLISHED TO INVESTIGATE THE POSSIBILITY OF ESTABLISHING A MECHANISM FOR THE FUNDING, REGULATION, AND OPERATION OF A NETWORK OF HALFWAY HOUSES AND COMMUNITY RESIDENTIAL PROGRAMS FOR OFFENDERS AND EX-OFFENDERS. THE PROJECT PROPOSES EITHER THE CREATION OF A NEW AGENCY OR THE USE OF AN EXISTING AGENCY TO MONITOR, EVALUATE, AND FUND COMMUNITY RESIDENTIAL PROGRAMS THROUGHOUT THE STATE. SUCH AN AGENCY MUST CONFRONT ISSUES OF FUNDING, ACCOUNTABILITY, LEGAL STATUS OF OFFENDERS, AGENCY RELATIONS, PUBLIC AND VOLUNTARY SECTOR PROGRAMS, AND THE POPULATION FLOW. PART OF THE PROJECT'S EFFORT INVOLVED THE DEVELOPMENT OF A GUIDE FOR COMMUNITY GROUPS WHO WANT TO ESTABLISH HALFWAY HOUSES FOR OFFENDERS AND EX-OFFENDERS. AN ORGANIZING PROCESS WHICH INCLUDES ASSESSING A PARTICULAR COMMUNITY'S NEED FOR HALFWAY HOUSES AND THE PRESENTATION OF SUCH A NEED TO POTENTIAL FUNDING SOURCES WAS SELECTED AND DEVELOPED. THE MODELS FOR PROGRAMS RANGE FROM THE PROVISION OF HOUSING AND FOOD ALONE TO THE DELIVERY OF HOUSING AND FOOD, REFERRAL, IN-HOUSE COUNSELING, ANND EDUCATIONAL/VOCATIONAL PROGRAMS AND SERVICES. THE APPENDIXES CONTAIN A LIST OF ORGANIZATIONS AND PUBLICATIONS THAT WOULD BE HELPFUL FOR ANY GROUP EXPLORING THE DEVELOPMENT OF COMMUNITY-BASED PROGRAMS AND OTHER MATERIALS RELATED TO COMMUNITY-BASED PROGRAMS.
