THIS SOURCEBOOK PROVIDES PRISON POPULATION DATA FROM 1958 THROUGH 1976 FOR NORTH CAROLINA, WHICH IN 1976 INCARCERATED THE HIGHEST PERCENTAGE OF STATE POPULATION IN THE UNITED STATES.
Abstract
AT THE END OF THE FIRST QUARTER OF 1977, THE NORTH CAROLINA CORRECTIONAL SYSTEM HOUSED 14,475 INMATES IN ITS FACILITIES-- 3,495 INMATES OVER ITS MAXIMUM OPERATING CAPACITY AND 1,333 INMATES OVER ITS EMERGENCY OPERATING CAPACITY. OVERCROWDING HAS LED TO ASSAULTIVE INCIDENTS, INMATES CARRYING WEAPON FOR PROTECTION, AND A LACK OF SPECIALIZED TREATMENT FOR INMATES. SOME SPECIAL PROGRAMS BEING CONSIDERED TO ALLEVIATE SOME PRESSURES FROM OVERCROWDING INCLUDE SPLIT-SENTENCING, RELEASE OF MISDEMEANANTS SENTENCED TO UNDER 6 MONTHS, AND PLACEMENT OF STATE MISDEMEANANT OFFENDERS IN COUNTY JAILS. GAIN-TIME AND GOOD-TIME PROGRAMS HAVE BEEN USED. THIS SOURCEBOOK PRESENTS DATA ON NORTH CAROLINA'S GENERAL POPULATION FROM 1950 AND PROJECTED THROUGH 2000. THE BLACK AND NONBLACK POPULATIONS AGED 18-34 ARE PROJECTED FROM 1980 THROUGH 2000. THE AVERAGE DAILY BLACK AND NONBLACK INMATE POPULATIONS ARE PRESENTED FROM 1972 THROUGH 1976 AND PROJECTED TO THE YEAR 2000. THE AVERAGE DAILY INMATE POPULATION FROM 1958 THROUGH 1976 IS PROVIDED. MONTHLY AVERAGES ARE PROVIDED FOR CALENDAR YEARS 1972 THROUGH 1976 FOR THE ENTIRE CORRECTIONAL POPULATION AND BROKEN DOWN BY INSTITUTION, GROUPING CAMPS, YOUTH SERVICES, AND OFFENDERS IN WORK RELEASE CENTERS, HALFWAY HOUSES OR STATE MENTAL HOSPITALS. DATA ARE ALSO PROVIDED ON COMMITTMENTS; RELEASES; AGE, RACE, AND SEX OF AVERAGE DAILY POPULATION; COUNTY OF COMMITMENT; COMMITTING OFFENSE; AVERAGE LENGTH OF STAY; FACILITIES; OPERATING BUDGETS; EXPENDITURES; STAFF; PROBATION; AND PAROLE.
