A BRIEF DESCRIPTION OF THE NEW YORK STATE DIVISION OF PROBATION ACTIVITIES DURING 1978 IS PRESENTED; BUDGETING, SERVICE ASSISTANCE TO LOCAL DEPARTMENTS, AND ADMINISTRATIVE ASSITANCE ARE EMPHASIZED.
Abstract
RESPONSIBILITIES OF THE DIVISION INCLUDE SUPERVISION OVER ADMINISTRATION OF PROBATION THROUGHOUT THE STATE, COLLECTION OF STATISTICAL INFORMATION RELATED TO STATE PROBATION ADMINISTRATION, MAKING RECOMMENDATIONS REGARDING THE ADMINISTRATION OF PROBATION IN THE FAMILY COURT, AND CONDUCTING TRAINING PROGRAMS FOR CITY, COUNTY, AND STATE PROBATION PERSONNEL. IN 1978 THE DIVISION INITIATED AN INTENSIVE SUPERVISION PROGRAM, DESIGNED TO DEMONSTRATE THE FEASIBILITY OF USING PROBATION AS AN ALTERNATIVE TO INCARCERATION. AN ANNUAL APPROPRIATION OF $2.7 MILLION HAS ENABLED 22 LOCAL PROBATION DEPARTMENTS TO PARTICIPATE IN THE PROGRAM AT NO ADDITIONAL COST TO THEM. UNDER THE PLAN, A TOTAL OF 104 PROBATION OFFICERS SUPERVISE A STATEWIDE CASELOAD OF 2,600 PROBATIONERS. ALSO DURING 1978 THE DIVISION OBTAINED FROM THE FEDERAL OFFICE OF JUVENILE JUSTICE AND DELINQUENCY PREVENTION A $2.5 MILLION GRANT FOR ITS JUVENILE RESTITUTION PROGRAM. SERVICE ASSISTANCE TO LOCAL DEPARTMENTS INCLUDED AN EXTENSIVE ANALYSIS OF FIELD SUPERVISION PRACTICES IN THE NEW YORK CITY DEPARTMENT OF PROBATION FOCUSING ON DEPARTMENTAL COMPLIANCE WITH REGULATIONS, COORDINATION AND PROCESSING OF OVER 3,400 INTERSTATE PROBATIONERS, AND EXPANSION OF VOLUNTEER PROGRAMS THROUGHOUT THE STATE. BY THE END OF THE YEAR, A TOTAL OF 66,539 INDIVIDUALS WERE IN PROBATIONARY STATUS THROUGHOUT THE STATE. THE DIVISION'S DEVELOPING COMPUTERIZED MANAGEMENT AND INFORMATION SYSTEMS PROVIDED SERVICES TO 58 LOCAL DEPARTMENTS. PHOTOGRAPHS, GRAPHS, AND A TABLE ARE INCLUDED.
