DETAILED PLANS FOR THE RENOVATION OF THE CRIMINAL COURT BUILDING OF MANHATTAN ARE PRESENTED; BASIC GUIDELINES ARE HIGHLIGHTED, AND SPECIFICATIONS FOR EACH FLOOR ARE DESCRIBED.
Abstract
SEVERAL BASIC CONCLUSIONS DRAWN FROM DETAILED STUDY BY THE PROGRAM STAFF STRUCTURED RENOVATION PLANS, AS DID THE PHYSICAL LIMITATIONS WITHIN THE EXISTING BUILDING. FIRST, SPACES THAT ARE HEAVILY USED BY THE PUBLIC, INCLUDING COURTROOMS AND ANCILLARY FACILITIES, SHOULD BE LOCATED AS CLOSE TO THE ENTRANCE LEVEL AS POSSIBLE. SECOND, FUNCTIONS REQUIRING PRIVACY AND SECURITY SHOULD BE GROUPED TOGETHER. THIRD, SPACES THAT ARE ESSENTIAL FOR THE PUBLIC TO HAVE ACCESS TO AT NIGHT SHOULD BE LOCATED ON THE ENTRANCE LEVEL SO OTHER FLOORS CAN BE CLOSED. FOURTH, BECAUSE THE RIGHT TO JURY TRIAL FOR MISDEMEANANTS HAS BEEN GRANTED, MORE JURY DELIBERATION AND ALTERNATIVE JURORS' ROOMS AND CONFERENCE ROOMS IN CLOSE PROXIMITY. CLERKS' OFFICES SHOULD BE CONSOLIDATED AND LOCATED CLOSE TO THE ENTRANCE LEVEL FOR EASY ACCESS TO THE PUBLIC. LOCKER ROOMS AND OTHER SPACES USED LESS THAN FULL TIME SHOULD BE LOCATED IN THE BASEMENT. DEPARTMENTS WITH FREQUENT CONTACT WITH EACH OTHER SHOULD BE LOCATED IN CLOSE PROXIMITY. FINALLY, TEMPORARY PRISONER DETENTION FACILITIES SHOULD BE AVAILABLE TO EACH COURTROOM SO THAT ALL COURTROOMS CAN HANDLE CRIMINAL AS WELL AS CIVIL CASES.
