Abstract
THE DROP IN THE NUMBER OF JUVENILES IN THE STATE'S 10 TREATMENT-ORIENTED INSTITUTIONS DEMONSTRATES THE SUCCESS OF THE COMMUNITY-BASED CORRECTIONS PROGRAM. PRIORITIES OF THE COMMISSION ARE IMPROVEMENT OF DELINQUENT YOUTHS' ABILITY TO FUNCTION RESPONSIBLY; DIVERSION OF UNRULY MINOR OFFENDERS FROM FURTHER PENETRATION OF THE JUVENILE JUSTICE SYSTEM; EQUITABLE TREATMENT OF YOUNG OFFENDERS THROUGH DECISIONMAKING BASED ON EXPLICIT CRITERIA; PROVISION OF STATEWIDE LEADERSHIP IN PROGRAM DEVELOPMENT, EVALUATION, AND MANAGEMENT PRACTICES; AND IMPROVEMENT OF PUBLIC SUPPORT. THE CORRECTIONAL SERVICES HAVE SOUGHT TO TREAT YOUTH IN THE LEAST RESTRICTIVE SETTING CONSISTENT WITH REHABILITATIVE NEEDS AND PUBLIC SAFETY; SPECIAL EFFORTS HAVE BEEN MADE TO ADOPT STANDARDS AND WRITTEN POLICIES, TO DEVISE A POPULATION MANAGEMENT SYSTEM, AND TO IMPROVE EDUCATIONAL EFFORTS WHILE HUMANIZING THE LIVING SITUATION OF OFFENDERS. ADVANCES OF EACH OF THE FACILITIES ARE DESCRIBED SEPARATELY. THE COMMUNITY SERVICES PROGRAM FOR LESS SERIOUS OFFENDERS HAS EXPANDED ITS RESIDENTIAL SERVICES; PROVIDED INCREASED FINANCIAL ASSISTANCE TO COMMUNITIES; AND CONDUCTED MEETINGS WITH JUVENILE JUDGES, COURT DIRECTORS, AND PROBATION OFFICERS. THE BUREAU OF REGIONAL ADMINISTRATION AND AFTERCARE HAS ADMINISTERED STRUCTURED COMMUNITY TREATMENT PROGRAMS, WHILE THE BUREAU OF COMMUNITY DEVELOPMENT AND PREVENTION PROVIDES RECREATIONAL SERVICES AND SUBSIDY PROGRAMS TO EXPAND LEISURE DIVERSIONS AND OTHER SERVICES. EXTENSIVE TABLES, AS WELL AS FINANCIAL AND STATISTICAL INFORMATION ARE SUPPLIED.
