Abstract
THE KEYNOTE ADDRESS, DELIVERED BY THE DIRECTOR OF THE UNITED NATIONS' DIVISION OF NARCOTIC DRUGS, ADDRESSES THE INTERNATIONAL DRUG CONTROL SITUATION AND GIVES SPECIAL ATTENTION TO PROGRAMS ORGANIZED THROUGH THE UNITED NATIONS. AMONG THE OTHER PAPERS INCLUDED FROM INTERNATIONAL SCHOLARS AND LAW ENFORCEMENT OFFICERS ARE A PAPER ON THE REGULATORY CONTROL OF DRUGS IN CANADA AND ANOTHER ON APPROACHES TO TRAINING THE PRIMARY CARE PHYSICIAN IN ALCOHOL AND DRUG ABUSE TREATMENT. ANOTHER PRESENTATION DESCRIBES NARCOTIC SPOT TEST KITS WHICH THE U.S. CUSTOMS SERVICE USES IN THE FIELD. THE PRESIDENT OF THE COMPANY WHICH PRODUCED THESE KITS DISCUSSES THE USE OF REAGENTS IN SEQUENCE FOR THE PRESUMPTIVE IDENTIFICATION OF NARCOTICS. OTHER TOPICS CONSIDERED INCLUDE DRUG ENFORCEMENT AT THE INTERNATIONAL AND LOCAL LEVELS, DRUG DIVERSION ENFORCEMENT, THE DRUG ENFORCEMENT TASK FORCE APPROACH TO DEALING WITH ORGANIZED CRIME, THE ILLEGAL DRUG ACTIVITIES OF OUTLAW MOTORCYCLE GANGS, THE FRENCH CUSTOMS SERVICE, INTERNATIONAL DRUG TRENDS, AND CURRENT DRUG CONDITIONS IN CANADA.
