Studies over a 10-year period have revealed contradictions between the norms imposed by law and the sometimes inconsistent norms applied in practice by police officers, judges, prosecutors, attorneys, and educators. For this reason, this collection seeks to provide criminological input for criminal policy and to stimulate discussion on the nature of law enforcement norms in the North American social context. A study on inconsistencies in application of laws discusses criticism prompted by such inconsistencies and questions to be examined before establishment of standards is possible. In a second essay, the principles underlying standards of conduct for police, courts, and attorneys recently recommended by the American Bar Association are explored. A discussion of intervention standards for juvenile delinquents stresses appropriate use and selection of treatment norms from a long list provided. The final essay outlines the rationale and methods for establishing standards to evaluated community rehabilitation centers in Quebec. Separate notes and several bibliographies are supplied.
