The plan for implementation of a Rock Island, Ill., Law Enforcement Telecommunications Systems is presented, with emphasis on joint communications centers and Public Safety Answering Points (PSAP).
Abstract
The original proposals for consolidated communication centers are listed, and the options chosen from the proposals to be detailed in this report are identified. The implementation plan for the two final options is introduced with a general descriptive review of the overall system design plan. The first option is a consolidated communication center and PSAP shared by the Rock Island Police and Fire Departments and by the Rock Island Sheriff's dispatch operation, with a PSAP for Milan. The second option is a consolidated communication center-PSAP for the Rock Island Police and Fire Departments. PSAP and communication center operations are then examined, especially the 911 dispatch procedures, the principal problems of a 911 emergency telephone number, budgetary estimates for implementation of 911, and 911 committees and participating agencies. The jurisdiction for a 911 system, automatic location identification, and State of Illinois 911 planning according to Stanford Research Institute are explored. Other topics discussed include computer aided dispatch, long-range communication center planning, and operating personnel needs. A description is provided of the basic communications center design, its consoles, its organization, its acoustic and lighting levels, its electrical power requirements, and its telephone requirements. The frequency plan is presented, with discussion of existing system planning, the operations channel, the coordination and information channel, and the common coordination channel. The system configuration, base station sites, satellite receiver sites, dedicated line requirements, and portable and mobile units are analyzed. The final sections discuss communications management, operator training and procedures, maintenance standards, scramblers, automatic vehicle location, propagation, the planning schedule, and budgetary estimates. Diagrams, illustrations, and extensive tables are included.
